• Provide technical support to Federal Hospitals to collect and organize PEPFAR required MER HIV AIDS, PMTCT, STI, TB/HIV data report either from HMIS data or from non HMIS data;
• Work with M&E department to support Federal Hospitals to develop performance indicators and simple data use tool for all areas of implementation.
• Mentor M&E staffs at the Federal Hospitals and zonal health department in performance data analysis and interpretation and use of data for performance review and continuous quality improvement.
• Support Federal Hospitals in the analyses of M&E capability gaps from the SI transition capacity needs assessment conducted in COP 13 and prepare detailed action plan;
• Support Seconded, experienced M&E expert at each Federal Hospital to provide ongoing M&E capacity building for regional M&E and zonal M&E staff;
• Support Federal Hospitals in the recruitment of M&E staff and in training of newly hired M&E staffs on HMIS , HIV /AIDS data management , computer and data base trouble shooting and maintenance , PEPFAR MER reporting and strategies;
• Provide technical assistance to the Federal Hospitals to enable them to develop a system of M&E mentorship and mentorship tool like check list and feedback tool;
• Support Federal Hospitals in the development of M&E SS to zonal wereda and site HMIS staffs;
• Support Federal Hospitals in the management of regional data base /center for HIV AIDS service as part of the HMIS data base
• Provide TA to Federal Hospitals in the preparation of technical specification for computers, printers and UPS back up devices
Required Qualifications/Experience
BSC/MSc Degree in Health informatics or M&E from recognized college/university
• Health background will be an asset
• 5 years related work experience
- Ability to establish and maintain excellent work relationship
- Strong interpersonal communication skills
- Proficiency in written and spoken English.
- Basic computer knowledge with ability to use the MS office application
