Notes:
• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

Org. Setting and Reporting
This position is located in Addis Ababa Ethiopia. The Chief Of Staff will report to the SRSG. This position is available for six (6) months.
Responsibilities
This post is in the United Nations Office to the African Union and is at the D-2 level. The incumbent reports to the Head of the Office and acts as his/her Deputy as well as Officer in Charge in his/her absence, and is responsible for ensuring the integrated and coherent functioning of the Office across all components and locations. To this effect, the Chief of Staff oversees the core mechanisms and processes that enable the integrated delivery of the Office's mandate, in particular planning, policy coordination, senior-level decision-making and information management. To this end, the Chief of Staff will serve as the coordinator of the three substantive units within the Office, which provide a wide array of technical advice to the African Union, in order to ensure that the support provided to the African Union through the three Units of the Office is effectively integrated and mutually reinforcing. The Chief of Staff will oversee the support elements of the Office and may be requested to perform other relevant dues, as required. Within delegated authority, the Chief of Staff will be responsible for the following duties: Management -Ensures the effective direction and integrated management of all the Office's activities in line with the guidance of the Head of the Office. Coordinate the work of the Political Affairs Unit, the Operational Planning and Advisory Unit, the Administrative Planning and Advisory Unit as well as the Mission Support Team. Leads and oversees the internal management of the Office on behalf of, and as directed by the Head of the Office, including the development, advice and promotion of policies on management issues. Oversees the coordination of and support to the African Union by the substantive units, ensuring the implementation of a well-articulated policy for the reporting and management of substantive staff within these units. Serves as the focal point in the Office for all sensitive personnel and management issues, as well as for contacts with the Office of Internal Oversight Services. Perform daily management responsibilities for staff members, determining priorities, allocating responsibilities, appraising performance and ensuring the cohesiveness of the Office and its work with partners. Planning and budgeting: Oversees the development of plans for mandate implementation, ensuring that they accurately reflects a coherent and integrated approach and incorporation of mandated cross-cutting issues, such as gender. Ensures a clear understanding between substantive priorities and support capacities; and, liaises with all components to advise and ensure use of the best methods for achieving mission objectives and priorities of the Office. In coordination with the support component, ensures an integrated approach to the results based budget process, including alignment with strategic and operational plans and adequate provisions to meet resource requirements, and oversees the process, as it relates to substantive mission components. Periodically reviews, with the Head of the Office and the heads of the three Units, the delivery of component work plans, identifying necessary adjustments and/or revised assumptions, as appropriate. Policy: Provides guidance on United Nations policies and procedures. Coordinates the development and implementation of cross-cutting and management policy among the various components of the Office. Ensures that advice and information on cross-cutting issues is coordinated with all relevant components of the Office prior to submission to the Head of the Office. Political and operational advice: In coordination with the respective Unit heads, provide advice and recommend priorities on strategic, policy, political and operational issues, covering the substantive responsibilities of the Office, including peacekeeping and capacity-building, with respect to its support to the African Union. Working closely with the respective Unit heads, identify and respond to political and operational developments, problems and incidents; responding to/initiating negotiations with numerous participants and parties at a senior level to resolve problems, in consultation with the Head of Office and relevant Headquarters Offices, as appropriate. Advice the Head of Office on all matters related to the implementation of the Office's mandated tasks. Support the Head of Office to articulate objectives for the Office that all members of the team understand and can communicate to their respective staff and components. Ensure that high quality political analysis, and advice on strategic and planning matters related to the Office's support to the African Union is provided to the Head of Office. Coordination and liaison: Facilitate relations and coordination with the African Union, Member States, UN partners, regional and sub-regional organizations, donors and other relevant stakeholders. Communications and information management: Ensures effective functioning of coherent communications structures and systems. Ensures delivery on reporting obligations to the Secretariat, Security Council and the General Assembly, as well as coordinates responses to Headquarters request for information. Oversees office-wide, integrated procedures and systems for information analysis and management, including intra-mission information sharing, reporting requirements, security classification, records management and publication of Intranet content. Oversees the implementation of knowledge management approaches throughout the mission, such as handover notes, after-action reviews and end-of-assignment reports. Protocol: In close consultation with the Head of Office and the relevant Unit head, facilitates discussions between the Office and host government on issues related to deployment and operations. Advises the Head of Office on protocol matters and supervises and provides guidance on the preparation and coordination of official visits. Work implies frequent interaction with the following: The Head of Office, staff within the Office, heads of units within the Office, African Union officials, representatives of United Nations entities at the duty station, offices at United Nations Headquarters, representatives of the host government, representatives of regional and sub-regional organizations, and Member States. Results Expected: Integrated delivery of the Office's mandate, in particular through strategic and operational planning and implementation, policy coordination, senior-level decision-making and information management.
Competencies

Education
Advanced University Degree (Master’s degree or equivalent) in one of the following disciplines: international relations, political science, business administration, public administration, management, law, or military studies. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree
Work Experience
At least 15 years of progressively responsible experience in such areas as: political, social, civil, military or legal affairs; public or business administration; or management is required. Experience working in a senior advisory or managerial capacity in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds and programmes) - or similar international organization or non-governmental organization - in a conflict or post–conflict setting is required. Previous relevant experience in Africa is desirable. Previous relevant experience working in the African Union or Regional Economic Commission is desirable. Experience in ensuring compliance with UN administrative, budgetary or financial regulations is desirable.
Languages
English and French are the official working languages of the United Nations. For this post, fluency in written and spoken English is required; knowledge of a second UN language (French or Arabic) is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
