Job Description

The Quality Education Strategic Support Programme (QESSP) is a four year DFID funded programme aimed at creating an enabling environment to maximise the efficiency and impact of all other programmes in the education sector through capacity building, enhancing policy dialogue and improving the evidence base on impact of education reforms. British Council is the management agent providing technical and management support to the programme.

Brief description of the role
    Plan for the administration of contract for procurement of goods and services: including, the components of the solicitation and contract such as determining the sequence of activities, dependencies, required or desired outcomes, acceptable performance and staging of deliverables and costs, acceptance/rejection conditions, and so on.
    Develop contract follow up checklist and timeframe for each performance component including milestones as well as monitoring and reporting requirements.
    Support the Ministry of Education in interpreting, identifying actions for contract implementation facilitation.
    Conduct a post award conference  if necessary between the  contractor and responsible Ministry authorities and staff  to ensure a clear and mutual understanding of all contract terms and conditions,
    Monitoring the contractor’s progress and performance, discuss problems and consider  necessary changes,  hold period progress review meetings with the contractors/ suppliers/ publishers to ensure goods and services conform to the contract requirements.
    Establish a procedure, identify a responsible person and determine a timeframe for   making necessary contract decisions or modifications and handling compliance.
    Advise the Ministry in clarifying the   scope of authority, clear lines of communication and reporting and specific individuals who will interact directly with the contractor
    Assess the status of the implementation of all contracts on a specified frequency and identify issues that need actions by the contracting parties to resolve problems and quicker delivery of the contracts.  

Job Requirements
Required qualifications and experience
    A Bachelor or Master’s degree  in marketing, accounting, business management or related field
    With a post graduate degree eight years and Bachelor’s degree ten years of experience in procurement and contract administration.
    Special Training or course taken  on contract administration
    Proven experience or familiarity with the World Bank procurement procedures, contract management,  and standard bidding documents for procurement of goods, services, textbooks, and teaching materials  will be desirable
    Relevant experience in government procurement of high value goods and services
    Good understanding of sector development program ( an advantage)
    Strong staff development experience with demonstrable success in building capacity and facilitating change using participatory methodologies
     Excellent interpersonal skill  combined with a flexible and adaptable attitude, of good teamwork and   communication skills,
    Excellent report writing and good command of both spoken and written English
    Ability to work flexibly and adapt to different styles of working
    Computer skills ( word processing, spreadsheet, internet
