Job Title: Senior MIS/IT Specialist
Reporting to: Federal Program Coordination unit and CDSF
Based in Addis Ababa at Federal AGP PCU
Duration of Assignment — Up to one year; with quarterly progress reviews and contract extensions during this year
Job Summary:
The AGP2 Capacity Development Support Facility (CDSF) is a project that is funded by Global Affairs Canada to support the implementation of the Agricultural Growth Program 2 (AGP2). AGP2 is a program of the Government of Ethiopia (GoE) to increase agricultural productivity and commercialization of smallholder farmers in Ethiopia. During its first five- year implementation period, the program identified that the inefficient M&E system in terms of data quality and reporting timeliness has significantly affected the measurement of the program success. This was mainly associated with the absence of an efficient Management Information System(MIS). Strengthening the MIS has, therefore, become a key task to support the M&E system of the program to make it work more efficiently.
The federal AGP-Program Coordination Unit (PCU), through CDSF support, intends to hire a Senior MIS specialist who will be responsible for providing technical and capacity development support in the area of MIS to the M&E unit of the program.
Under the supervision and guidance of the Federal Program Coordinator, the Senior MIS Specialist will provide technical and capacity development support on upgrading and implementation of the Management Information System at federal and regional levels.
Specific Duties and Responsibilities:
Support the AGP2 M&E team in upgrading the existing AGP MIS and incorporate additional indicators of the AGP components.
Build the capacity of AGP2 M&E team in designing, managing, maintaining and upgrading the program database.
Ensure that the MIS program is in line with both the Minister of Agriculture (M0A) MIS system and the program’s M&E objectives.
Support the AGP2 M&E team in preparing the MIS training materials, and design training programs to support M&E functions for AGP2.
Support the AGP2 M&E unit in developing a checklist and guideline for MIS implementation follow-up.
Support the AGP2 M&E team in providing the MIS training at federal and regional levels.
Provide technical support in the planning, supervision and coordination of federal, regional and woreda MIS tasks.
Support the M&E team in identifying implementation gaps and prepare/provide feedback and recommended options to address the gaps.
Ensure the proper functioning of the system to support decision-making of federal sand regional PCU and Implementing Agencies at all levels.
Provide technical support to ensure system security and control services of the program at all levels;
Providing other MIS related technical supports based on the need of the program.
Education: Minimum of BSc degree in Information Science, Information Technology, Computer Science, Software Engineering, Electrical & Computer Engineering. Additional trainings in development science and experience in M&E support is an advantage.
Work Experience: Minimum five years of experience in related fields
Skills and Knowledge: Ability to work in a team and independently and have good interpersonal communication.
