Policy & Advocacy Advisor, Fragile & Conflict-Affected Contexts
PURPOSE OF POSITION:
World Vision is investing in a new global campaign to end violence against children that will focus on positively impacting the most vulnerable children. Many of these children live in fragile and conflict-affected contexts or in countries experiencing humanitarian emergencies. The Policy & Advocacy Adviser, Fragile and Conflict-Affected Contexts plays a critical role in advising National and Response Offices on the design and implementation of their campaigns, working closely with Humanitarian Emergency Affairs (HEA) and Peacebuilding Teams in particular.
This role provides policy and research support and advocacy advice to Partnership offices implementing the World Vision global campaign. It will also contribute to the development of policy and research on fragility and conflict and key advocacy themes and work with the Manager, Public Policy and Director, Humanitarian Policy & Advocacy (among others) on developing campaign-related policy products, briefings and government-, donor-, and public-facing reports.
The Policy & Advocacy Adviser, Fragile and Conflict-Affected Contexts will lead the adaptation and development of effective advocacy campaign models and tactics appropriate to contexts affected by fragility, conflict and severely restricted space for traditional advocacy methods. The role will also provide support to and undertake external engagement around the priorities of the global campaign, regional and national campaigns, in close coordination with other World Vision stakeholders.
KEY RESPONSIBILITIES:
    Provide targeted advocacy and policy support to identified National and Response offices implementing campaigns in fragile and conflict-affected contexts.
    Coordinate the adaptation and development of models, guidance and campaign policy frameworks for advocacy that respond to the realities of fragile and conflict-affected contexts.
    Conduct research and policy analysis across campaign themes and to support the development of global policy positions for consultations and key events.
    Provide support to and undertake external engagement related to the campaign to end violence against children in fragile and conflict-affected contexts.
KNOWLEDGE, SKILLS & ABILITIES:
    Masters degree in International Affairs, Public Policy, International Development, Conflict, Peacebuilding and Security Studies or related field.
    At least five years’ experience working in public policy related to development, fragility or humanitarian action.
    Experience of international development, humanitarian action, including practical experience working in a fragile or conflict-affected context.
    Experience working with government, lobbying and/or policy-focused think tanks.
    Experience writing high-quality evidence-based materials for influencing policy.
Preferred:
    Knowledge of policy development in developing countries.
    Understanding of child protection, public health and World Vision's programming and advocacy.
    Understanding of global policy agendas and Official Development Assistance relating to fragile and conflict-affected contexts.
Working Environment / Conditions:
    The position requires ability and willingness to travel domestically and internationally up to 20% of the time.
