Org. Setting and Reporting
The post is located in the Finance Section of the Division of Administration at the United Nations Economic Commission for Africa (UNECA), Addis Ababa. The Incumbent will report to the Chief of Section and to the Unit Chief.
Responsibilities
Within delegated authority, the Accounting Assistant will be responsible for the following duties:
•Scrutinizes source documents for completeness, accuracy and validity of charges.
•Investigates erroneous charges and takes appropriate corrective accounting actions.
•Reviews transactions in UMOJA related to billings and cost recovery items, prior to
approval and issuance of invoices. Prepares periodic summary reminders related to other receivable amounts related to billings and cost recovery transactions. Also prepares consolidated reminders covering bank reconciliation and other receivables, as applicable.
•Communicates with permanent missions, offices and departments, funds and programmes,
and other entities, regarding missing documentation or any other issues related to discrepancies between their accounts and those maintained at Headquarters.
•Reconciles and review accounts and performs bank reconciliation activities for all House Banks of UNECA. Ensures proper clearance procedures have been followed for OIM and UNDP SCA in line with UNHQ set deadlines.
•Extracts details of income and accounts receivable, from accounting system in order to analyze and verify accuracy and recommends and prepares necessary journal entries.
•Assists with the monitoring of expenditures to ensure they remain within authorized levels. Examines the validity of requests for increases in imprest levels; prepares disbursement vouchers to replenish imprest accounts.
•Audits various accounting transactions, e.g., final payments, etc., to ensure correctness of disbursements and adherence to relevant staff rules, financial regulations and rules, ST/AI issuances or practices.
•Drafts/prepares memoranda and/or cables to various offices, departments and overseas offices.
•Coordinates with Umoja Production Support to resolve issues related to SAP processes for the Finance Module.
•Provides guidance and training to colleagues as required.
•Responds to queries from staff members and third parties.
•Prepares worksheets and assists with the preparation of monthly and year-end financial statements.
•Supervises other General Service staff as required.
•Performs other duties as may be required.

Education
High school diploma or equivalent. Must have passed the Global General Service Test (GGST) at Headquarters at the Offices Away from Headquarters
Work Experience
A minimum of seven years of experience in accounting, finance or related area is required. Experience with finance and accounts receivable processes and procedures is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
Assessment

•Evaluation of qualified candidates may include a written assessment test which may be followed by competency-based interview.
