Purpose of the Assignment

CRVS consultant is to provide technical support to the regional Vital Events Registration Agency system building and strengthening regional vital events registration system. The Regional Technical Assistant will provide technical support on civil registration of vital events Programme design, implementation, monitoring, system building, and in-house capacity building of the RVERA staff. The technical assistant is expected to support inter-sectorial coordination initiatives, and interventions that are meant to build institutional and technical capacity of regional vital events registration organs in carrying his/her responsibilities. The technical assistant will work in close collaboration with the management and technical personnel of the RVERA and UNICEF

Assignment Tasks

    Overall responsible to provide technical leadership, coordination, support on CRVS implementation in the region.
    Assist in the development of a Regional CRVS strategy and Plan of action.
    Support in the development, adaptation and translation of registration instruments/tools to facilitate CRVS work.
    Create awareness of the public in general and CRVS duty-bearers in particular of the importance of CRVS, especially birth registration, as a fundamental right of the child.
    Explore innovative opportunities of mainstreaming CRVS within existing development programme interventions in the Region.
    Support the creation of linkages of CRVS Registration data with Expanded Programme on Immunization (EPI), Education and other social services projects in the Region.
    Assess capacity of existing structures and build their capacity to implement CRVS especially at Regional, Woreda and Kabele level.
    Support adaption and implementation of the communication strategy, advocacy strategy, and social mobilization in order to increase demand for CRVS.
    Lead in planning and delivering training to the agency staff and other stakeholders on civil registration of vital events.
    Provide quality assurance to the training and capacity building and implementation of CRVS.
    Support the CRVS data management system and ensure its regular update. Under the supervision of the Regional Manager provide leadership in budgeting and financial management of CRVS related work
    Under the supervision of the Director of RVERA, participate in task force deliberations in the region.
    Conduct support supervision at woreda & kebele levels on effective implementation of CRVS and document lessons learnt plus recommendations for actions on how the approach used for CRVS could be improved.
    Lobby and Advocate for increased       Regional and Woreda Government commitment in resource allocation for CRVS in the region
    Monthly update RVERA and UNICEF on the progress of CRVS activities in the region;
    Undertake any other duties relevant to CRVS and data development as may be required by the VERA /Director.

Methodology

    The consultant will be directly supervised by child protection office, UNICEF Jigjig Field Office
    The consultant  will be embedded in Bureau of Justice and undertake to day implementation of the project components under the mandate of the bureau with monthly frequency of field work visits to woreda based on approved monthly work and travel plans.
    The consultant shall design, implement, monitor, document activities and report on monthly, quarterly, bi-annual and annual basis to UNICEF.
    The consultant shall work in collaboration with other Implementing bureau staffs (Health & Education) at both regional and woreda levels plus also collaborating and networking with regional authorities.

·   Regional civil registration strategy and strategic action plan prepared and endorsement by regional council.

·   Registration instruments and tools are adapted and translated into Somali for use in region.

·    Advocated for CRVS at regional and woreda level and got budget support from government.

January 2017
   

·  Finalized registration tools and materials, translated in Somali language for use at woreda and kebele levels (communities and health facilities).

·  Regional VERA staff have knowledge on CRVS registration tools.

·  Have knowledgeable  and capable master trainers for Somali region with training rollout plan for cascading to woreda

·  Monitoring tools in place and used to conduct quality assurance monitoring on rollout of birth registration.

Feb 2017
    · Rolled out /cascaded training on CRVS to woreda and kebele levels
· Monitoring reports  with corrective measures undertaken is available
· Development CRVS data base for documentation at regional level in place
· Technical support provided to Regional VERA staff for implementation of registration at communities and health facilities.

Qualifications of Successful Candidate
Education
At least a bachelor's degree in Demography, Statistics, Economics, Sociology or any related social science disciplines. 
Ability to use standard computing packages (MSOffice programmes including Word, Excel, power point and suitable project planning tools).

Years of relevant experience
    At least 5 years of working with regional governments and management experience.
    Experience in Programme monitoring and evaluation.
    Experience in designing and delivery of trainings for local regional governments
    Excellent communication and presentation skills and ability to clearly express and present complex ideas and findings.
    Good written and spoken English
    Highly motivated, with strong initiative and good judgment
    Excellent interpersonal skills such as ability to collaborate with and manage other team members, Regional, service providers and other external collaborators. Ability to demonstrate integrity, Leadership and teamwork abilities

    Experience and knowledge in Civil Registration of Vital Events proclamation and programme documents. Large scale household survey management in Somali Region.
    Knowledge of local context and language is desirable.
