Purpose of the Position
Under the direct guidance of the Chief, Field Operations, with support of programme section chiefs based in Addis Ababa, the incumbent is responsible for the development, planning, implementation, monitoring and evaluation of all programmes in the region. The incumbent is accountable for UNICEF's advocacy with the Amhara Regional Government and other partners for the enhancement of the survival, protection, development and participation of children and women in Amhara. Responsible for all aspects of UNICEF's co-operation with the Amhara Regional Government. Responsible for all aspects of office management of the UNICEF field office.

Key Accountabilities and Duties & Tasks
    Programme planning and development: Be aware of development policies of the federal and regional government and the socio-economic scenario of the region; support Regional Government to develop/ update Situation Analysis.  Support the regional government to develop appropriate programmes/ policies/ action plan for children based on up to date situation analysis; support the implementation of UNICEF supported programme within the UNICEF-GOE country programme using appropriate strategies and interventions relevant to the region and in line with the Country Programme.
    Programme implementation: Lead and guide a team of professional and support staff ensuring effective and appropriate use of all human and material resources, overseeing implementation of UNICEF supported programmes, developing annual work plans, working closely with government and other partners to ensure smooth and efficient execution of project activities.  Coordinate inter-sectoral programme activities to contribute to the achievement of programme objectives and relevant National Development Goals & Millennium Development Goals.
    Programme monitoring/evaluation: Coordinate programme evaluation efforts ensuring timely review and course correction of current programme strategies. Direct, supervise and coordinate the preparation of all programme reports required by the country office, government partners, and donors. Develop and make effective use of programme monitoring systems ensuring that information generated leads to decisions to improve project performance and feedback to field staff.
    Advocacy: Advocate for policies supportive of UNICEF goals & objectives, building alliances in government, NGOs and community groups towards the achievement of these goals. Represent UNICEF in meetings with senior government officials as well as multi-lateral, bi-lateral agencies, non-governmental organizations and maintain an effective working relationship with them, advocating for the rights of children in all fora. Represent UNICEF in UN-wide events and ensure increased commitment to UNDAF in order to accelerate and improve the implementation of the region's development plan.
    Management:  Direct, supervise and coordinate the regional work plan in VISION, including programme and operations, monitor progress quarterly to ensure objectives are met. Closely monitor financial commitments, expenditure and liquidation of programme and operation funds allotted to the field office under the integrated budget in accordance with financial rules and regulation, ensuring accountability for resources allocated to the office and compliance with all operational systems and procedures.  Establish and monitor relevant internal controls. Assign tasks to staff in Field Office, monitor performance, complete the Performance Appraisal System process as required; ensure appropriate professional development and training of staff, identifying and recommending human resources required for programmes. Initiate and participate recruitment of field office staff as well as other appropriate services as required through Special Service Agreements (SSA), Temporary Appointments and outsourcing, following UNICEF's rules and regulations.  Monitor performance as needed.
    Governance: Provide leadership and support to the Field Office team, for optimal management of the field office.  Ensure the organisation of regular staff and programme meetings and follow up to decisions and recommendations.  Provide input in the Ethiopia Country Management Team.
    Humanitarian/ Resilience Programming: Ensure the vulnerability analysis, assessments, disaster preparedness and response strategies in the non-food sectors are well integrated within programs, and coherent/adapted to the particular nature of the region's risks and vulnerabilities. Coordinate emergency assessments with regional partners, develop emergency action plans when required, implement appropriate response with program staff based on the Core Commitments for Children in Emergencies (CCC), ensuring integration with regular programs, develop recovery activities.

Qualifications of Successful Candidate
    Advanced university degree from a recognized university in social sciences or equivalent. Leadership and Management training an asset. Knowledge of UNICEF programming policies and procedures an advantage.
    Minimum 8 years of progressively responsible professional work experience at national level in identification, planning, management, monitoring and evaluation of social development programmes. Experience of managing operations of a medium size office including supervising Professional staff required.
    Background/familiarity with emergency operations and staff security.
    Fluency in English is required.  Knowledge of another official UN language or a local language is an asset

    Current knowledge of development in the field of development and humanitarian programming.
    Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationship both within and outside the organization.
