JOB SUMMARY:
The Child Protection Project Coordinator supports the planning, implementation, monitoring and reporting of FGM project in child protection unit. Working closely with the program operations manager (POM) and national child protection program manager and implementing partners, he/she will be responsible to effectively coordinate and provide supportive visits and follow-up of project under responsibility.  The project coordinator will work on development of monitoring and evaluation plan for projects working closely with the area office manager, SC MEAL department and partners. He/she will provide project progress reports as per the donor requirement as well as whenever needed by the country office or the donor, to keep the donor informed on implementation progress.  The project coordinator will represent SCI at external forums/meetings as required in consultation with the & POM and CP specialist to position the achievements of the project that he/she is responsible for.

KEY AREAS OF ACCOUNTABILITY:

Program management

    Work closely with the national program manager in the development of FGM project plans including the work plan, procurement plan and phased budget management.
    Support the national program manager and POM; and coordinate the preparation and compilation of annual plans and budgets, as well as quarterly and annual reports for the FGM programme
    Work with  partners in the preparation of annual program operation plans and supports them in periodic reviews of the program operation plans as deemed essential
    Responsible the overall coordination of project implementation and ensure efficient budget utilizations throughout the implementing partners under his/her custody.
    Ensure effective and efficient utilization of project budget under responsibility for intended purpose;
    Ensure that partner finance planning and reports are in line with the project agreement and requirements from donors and governments
    Coordinate finalisation of donor reports, including review and verification of financial reports and confirmation of accuracy and consistency between narrative and financial reports.
    Facilitates communication and interaction between partners and the SCI Grant Compliance and Reporting Analysts
    Regularly follow-up and monitor the FGM programme implementing partners operating in east hub
    Ensure the proper use of monitoring and evaluation systems put in place
    Identify critical issues in the implementation of FGM programme in east hub and in consultation with POM and the national program manager and take the necessary actions to address problems and constraints
    Monitor outcomes and compile challenges and ensure proper documentation of best practices and lessons learned in the FGM programme implementation
    Initiate and facilitate changes and improvements on implementation approaches and strategies for the FGM programme
    Coordinate, review and revise as necessary  periodic reports prepared by partners on the implementation of the FGM programme activities as per the requirements of SCI and specific project donor requirements
    Ensure that strategies for phasing out are taken care of during implementation
    Facilitate and ensure the involvement of children as primary stakeholders in all programme work
    Participate in the program proposal process including new program/project development, possible revision and amendment as necessary
    Serve as a focal point for the FGM program for regular discussion, planning and coordination meetings with partners and other stakeholders in Afar
    Prepare regular progress reports of the project as required by POM and child protection programme manager and donors, in compliance to rules and guidelines of donor and SCI
    Provide feedback and share lessons learned from project implementations and financial reports
    In consultation and coordination with the program manager and communications and campaigns team, support the development of child protection related communication materials and briefs as necessary
    Liaises with the relevant sector offices at the location as it relates to the projects under supervision;
    Closely work with the PDQ Child Protection team to assure implementation quality; to mainstream/integrate CP
    Support project proposal/concept note development opportunities in your sector, inputting into design

 Budget management

    Support the national program managers in coordination, preparation and compilation of annual plans and budgets, as well as quarterly and annual reports for the FGM programme
    Prepare annual program operation plans and conduct periodic reviews of the program operation plan
    Ensure effective and efficient utilization of project budget under responsibility for intended purpose by partners ;

    Support the National program manager in coordination and finalisation of donor reports, including review and verification of financial reports and confirmation of accuracy and consistency between narrative and financial reports.

 Monitoring, evaluation and quality assurance
    Monitor and systematically document project results jointly with partners
    Plan and facilitate regularly scheduled reviews of projects with partners and stakeholders
    Facilitate project baseline study and terminal evaluation through participatory process, and working closely with partners

 Partner management

    Foster collaborative environment and team spirit among civil society and government partners
    Closely work with partner organizations in the course of project planning and implementation, and to develop their capacity for quality project implementation (based on needs /gap assessment)
    Conduct regular monitoring visits, support partners at the project sites and prepare reports for documentation and follow-up actions
    Follow-up on agreements, financial, narrative and audit reports between SCI and CP partners
    Closely work with partners in the preparation of periodic and project completion reports

 Humanitarian response
    Support activities to improve child protection organizational readiness to respond to emergencies in line with global SCI humanitarian goals and benchmarks
    Be familiar with, adhere to and implement the procedures and processes detailed in the Rules and Principles for humanitarian response
    As needed, and in consultation with the program manager and sector head, mount appropriate and timely response to emergencies, consistent with established benchmarks, plans and organizational policies and in close cooperation with incoming surge teams

 Other

    Represents the Child Protection ‘sector’ within the location as necessary, in the sub-national child protection forums/meetings on areas related to the project, and upon delegation
    In cooperation with PDQ Learning and Knowledge Management, ensure proper documentation of experiences and lessons learned from projects under supervision
    In cooperation with communications team, provide information and inputs to be used for SCI Child Protection information and communication materials
    Engage in any other FGM project related activities that are deemed necessary by the national program manager.

Qualifications and Experience:

    A minimum of Bachelor Degree in an area of social science or equivalent
    Recommended a minimum of 5 years’ experience in a corporate or NGO environment, preferably with experience in community based child protection project coordination experience
    Knowledge and understanding of national protection systems, and technical knowledge on child protection monitoring and evaluation
    Highly developed interpersonal and communication skills including influencing, negotiation and coaching
    Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
    Strong results orientation, with the ability to challenge existing mindsets
    Experience in partners management and capacity building
    Experience of working successfully with senior managers in other parts of own organization or partner organizations to deliver major change
    Experience of successfully implementing changes to processes to improve and monitor quality standards and impact achieved
    Experience of managing and shaping programmes to deliver greater efficiency and effectiveness, and of strengthening implementation of financial control processes
    Solid budgeting skills and knowledge of key donor regulations
