Background
Private Health Sector Project is a USIAD funded five year project implemented by Abt Associates Inc. Private Health Sector Project have a goal to mitigate the impact of diseases of public health importance in Ethiopia through the active engagement of the private health sector. The major objectives of the project are creating an enabling policy environment, increasing access to quality services for diseases of public health importance through the private health sector, strengthening the private health care system, and generating evidence. The goal and objectives will be achieved in collaboration with the government; FMoH and its agencies, the private health sector and its associations). Private Health Sector Project operates in Addis Ababa, Amhara, Afar, Benishangul Gumuz, Dire Dawa, Harari, Gambela Oromia, SNNPR, and Tigrai regions. The public health importance programs include PPM-DOTS, Comprehensive HIV/AIDS including HCT, ART and PMTCT; MNCH, Family Planning, STI and Malaria services.
Essential Job Responsibilities
The Sr. Policy Advisor will perform a combination of programmatic and technical assignments for the USAID/Ethiopia-funded Private Health Sector Project. The Sr. Advisor will be the key point person for policy and advocacy activities impacting the private health sector’s greater involvement in health system strengthening. He/she will also be overseeing Public Private Partnership in Health (PPPH) activities the project is working in collaboration with the FMoH and the institutional capacity building supports administered to private health facilities associations. The Advisor will also work with other USG-funded efforts, other donor, government and private entities to identify and address common health policy issues.

The Sr. Policy Advisor will be member of the SMT and will be supervising the PPP specialist, the Capacity Building Unit, and the policy activities of the Project. Specifically he/she will:

    Provide technical management for policy and advocacy activities supporting the private health sector’s high level engagement in health services provision in the country by: I) coordinating with partners in the private health sector and identify policy and advocacy needs and strategies for the sector; II) facilitating linkages with public authorities and coordinating field level technical assistance for policy reform and advocacy activities, and Ill) developing work plans, monitoring implementation, tracking performance indicators and providing technical oversight.
    Coordinate with government bodies at national and regional levels, FMOH and RHBs, to identify key topics to ensure enabling policy environment for the private health sector and facilitated the engagement of the private health sector in the delivery of high quality and affordable public health services.
    Oversee the Project’s support to and coordinate with the FMoH for operationalization of Public and Private Partnership in Health (PPPH) in the country and successful management of PPPH projects by the Ministry and RHBs.
    Closely supervise the technical support provided to relevant units of the FMoH by the seconded staff especially to finalize and operationalize the PPPH Implementation Guidelines, technical staffs training, in PPPH projects identification, brokering and implementation, and support the work progress of the PPPH TWG.
    Oversee the capacity building supports provided to the Project partner private health and professional associations, identifying annual scope of work and facilitating annual financial support to the sub-grantees, and coordinating and supervising the successful implementation of the institutional capacity building supports to the partner organizations.
    Work closely with private health and professional associations to identify joint activities and areas of cooperation for enhancing their participation in USAID funded projects as well as strengthening a network with relevant governmental and non-governmental entities.
    Coordinate and lead the Projects transition plan and exit strategies and monitor performance to expedite the project transition to the partner associations.
    Assist in defining technical assistance needs for identified institutions for work related to policy and advocacy including developing scopes-of-work, and participating in the recruitment, hiring and management of STTA consultants.
    Present results of technical work at conferences and meetings.
    Participate in USAID planning meetings.
    Lead preparation of annual work plans, as it relates to policy and advocacy, as well as annual reports and other project documents.
    Perform other relevant tasks as assigned by the COR
Skills and Knowledge Required;
    Minimum of Master Degree in health sciences or health management, MBA or social sciences combined with demonstrated expertise in public health fields.
    At least 15 years of work experience with exposure in policy analysis, policy research and development, advocacy and policy activities design, planning and implementation,
    Experience in health sector reform and systems strengthening, health institutional capacity building, private health sector development and the Ethiopian health policy and systems.
    Wide team coordination and leading, networking and resource mobilization experience.
    Communication and facilitation skills with ability to lead high-level meetings, forums, conferences.
    Excellent presentation and writing skills.
    Solid computer skills in word processing, spreadsheets, database management.
    Experience in identifying and managing technical consultants.
