Job Description:

Concern Worldwide is an Irish-based non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern Worldwide – Ethiopia would like to invite dynamic and creative applicants for the following positions

1. Position: District Integrated Development Project Manager

Duty Station: SNNPR WoIayta Zone, KindoKoyeshaWoreda

Terms of Employment: Definite Period

Reporting: Integrated Development Program Manager

No. Required: 1 (one)

Job Purpose:

    To manage and coordinate the overall planning, implementation, monitoring and evaluation of the integrated programme,
    To provide appropriate technical support and guidance to staff in order to enhance their capacity that ensure effective management of the programme.
    Establish and maintain cordial working relationships with beneficiaries, local community, Government Institutions and NGOs at Region, Zonal and Woreda level, and to ensure maximum cooperation with consortium partners such as IMC, PIN and other agencies.
    To ensure effective and efficient budget planning and utilization of the programme

MAIN DUTIES & RESPONSIBILITIES:

Project Design and Planning,

    Lead the situational analysis and prepare comprehensive report and submit to the programme manager /Area Coordinator for further action.
    Actively participate in the design, development and planning of project/ programme and Concept note in line with the organizational standards and in compliance with donor requirements.
    Prepare project/programme budget in consultation with support team such as Finance, Logistics.
    Review the existing programme/project proposals and develop Detailed Implementation Plan and monitor the progress on on-going basis and provide technical support.
    Prepare the donor approved programme proposal and implementation plan documents as per the Government format for signing of project agreement.

Project Implementation,

    Prepare detailed operational activity and budget plan and ensure its implementation with standard quality and as per the project document, and Concern and donor policies and procedures
    Prepare implementation guideline and other modalities for the programme and make sure that all implementing parties understand and applying the guideline.
    Lead emergency response in the programme area, if the situation demands.

Reporting

    Ensure proper data/information collection and documentation of the programme is maintained.
    Produce concise, reliable and timely progress reports on monthly, quarterly, biannual and annual basis as per the reporting schedule.

Financial planning and Management

    Prepare annual budget plan for the integrated development Programme in line with Organizational financial policies and procedures.
    Provide appropriate technical support to consortium partners to prepare budget as per the agreement
    Ensure effective and efficient utilization of programme budget as per Concern ad donor financial guideline and procedure.
    Prepare and submit monthly cash request for the Integrated Programme
    Review the project budget as per Concern budget revision timeline in consultation with Finance department.
    Ensure that all programme related disbursements are in line with the budget line, project agreement and comply donor requirement.

HR

    Actively participate on staff recruitment for the Woreda.
    Properly manage field staff in line with Concern Worldwide HR manual.
    Ensure that staff are aware of Concern HR policies and procedures and adhere to those policies and procedures.
    Facilitate induction for new recruits before commencing working
    Manage staff performance through Concern’s Performance Management System.

Monitoring & Evaluation

    Design and develop appropriate databases in collaboration with M&E department and properly collect, document and share the appropriate information.
    Lead the regular programme monitoring and evaluation activities.

Networking and Collaboration,

    Design, develop and implement working modalities to integrate the programme activities with Woreda sector offices and other government agencies.
    Facilitate learning and experience sharing sessions among partner organizations and stakeholders.

Mainstreaming

Design and implement appropriate mainstream approaches to mainstream all cross culling issues such as Accountability, Gender, equality, HIV/AIDS, and DRR.

Perform any other tasks as assigned by line manager

Qualifications and Experience Required

Essential

    Masters or Bachelor Degree in agriculture, development, economics and related field of studies with minimum 5years or 8 years relevant experience respectively
    Minimum of 4 years NGO experience
    Excellent financial and human Resources management ability
    Excellent communication and interpersonal skill
    Report writing skill
    Excellent analytical ability
    Flexible, reliable, culturally sensitive
    Excellent networking, representation and coordination skills
    The ability to work in teams/isolated situation and stressful environments and under pressure meeting deadlines.
    Experience in monitoring & evaluation

2. Position: WASH Senior Project Officer

Duty station: SNNPR, Wolaita Zone-South Area Office, Sodo Town and working in Humboworeda with frequent travel to field sites

Terms of Employment: Definite Period

No. Required: 1 (one)

Reports to: WASH & Construction Project Manager

Job Purpose:

    Take overall responsibility for implementing and managing WASH Emergency Response Project activities in HumboWoreda in line with Concern Worldwide policies; approved project proposal and Government standard.
    To provide technical support and guidance for Concern Worldwide, Partner and other stakeholder field staff for the proper implementation of the WASH and related irrigation activities.
    To establish and ensure cordial working relationship and closely working with Government and the community as well as Concern Ethiopia staff

Main Duties and Responsibilities:

Programme Planning and Implementation

    Participate in WASH related assessment to identify and prepare WASH intervention in accordance with Concern Ethiopia and donor and also Project Cycle Management guidelines;
    Conduct assessment & prepare detail report with workable recommendation on water supply project.
    Conduct detail technical assessment & prepare detail quantity of work and design as per the standard for planned water supply & related activities in collaboration with Zone/ Woreda Water Office.
    Prepare detail action physical and budget work plan of WASH and other related project activities.
    Ensure the active participation and involvement of the local community, concerned government offices and other stakeholders in detail assessment, planning, implementation and monitoring of WASH and related project activities
    Implement the planned WASH /Water and Sanitation /Hygiene/ and other related interventions activities with active participation of local community & concerned government offices as per the Government standard and design and quality on time.
    Responsible to follow and proper utilization of WASH project budget as per donors and Concern financial procedures; & ensure that planned activities are implement with standard quality and agreed plan.
    Prepare detail work plan with estimated cost and also contract agreement for the construction of water supply scheme and other construction activities.
    Supervise regularly the water supply and related construction activities in the project area, collect and analyze relevant data and produce timely reports
    Conduct actual measurement for the construction work done and verify payment requests from contractors and also prepare final payment.
    Properly follow and provide technical support in the construction of water supply scheme and other construction activities.
    Prepare and implement technical and supportive supervision plan based on the need assessment for field staff and report on it;
    Provide technical support to Zone and Woreda Water and Irrigation Department /office to estimate supply needs, identify problems with supply or management of inputs, and come up with solutions.
    In collaboration with Zone and Woreda Water Offices, establish and strengthen the WASHCO /water users committees and water federation for effective utilization of water and proper management of the scheme as per government standard.
    Organize and facilitate trainings for water user committees (WASHCO), water federation and the beneficiaries on water scheme management, maintain work for water supply schemes, etc in collaboration with Woreda Water and Energy offices.

Monitoring and Evaluation and Reporting

    Develop participatory project monitoring plan; and implement the action plan accordingly
    Undertake and participate in different assessment surveys (EW/ early warning/, intervention impact, baseline data, case studies, etc). in collaboration with the responsible stakeholders; and collect and document relevant information;
    Evaluate the project implementation and impact in collaboration with all responsible stakeholders.
    Conduct and document programme and learning reviews;
    Prepare and submit periodic quality progress reports on WASH sector (monthly, quarterly, bi-annually, annually and donor reports);

Networking and Integration

    Establish strong linkage and collaboration with Water and Irrigation section of Government Office at Woreda and Zone levels as well as the community in the implementation of WASH project activities.
    Participate and represent Concern as necessary in different networks and forum with government and other relevant organizations related with WASH project activity at Woreda level.
Mainstreaming
    Ensure that all cross cutting issues like Accountability, gender, inequality, HIV and AIDS, DRR, are mainstreamed in the implementation of WASH activity in line with Concern Worldwide — Ethiopia guideline.
Perform any other task as assigned by the WASH and Infrastructure Project Manager
Qualification and Experience
Essential
    BSc or Diploma in Water Engineering, civil engineering and related fields with minimum of 5 years and 8 years relevant experience respectively
    Minimum of 2 years NGO Experience
    Technical background in Public Health Engineering and Public health promotion/sanitation
    Computer Literate; fluent spoken & written English
    Report writing skill and ability
    Good management and communication skills
    Good administrative experience and capacity
    Excellent financial management capacity
Desirable

    Additional training or qualification in WASH, strategic planning, Project Cycle Management,
    Ability in flexible programming and working in both emergency and development
    Special skills, aptitude or personality to work in a stressful situation and with diversified team
