Job Description:

Concern Worldwide would like to invite dynamic, experienced and creative applicants for the following positions.

1. Position: Outreach & Community Mobilization Team Leader
Duty station: Gambella Emergency Nutrition Response Project, Refugee Camp

Terms of employment: Definite Period

No. Required: 1 (one)

JOB PURPOSE:

    To oversee the implementation of outreach sector activities as part of Concern’s emergency nutrition response programme for South Sudanese refugees in Gambella region.
    To ensure that outreach activities are well implemented in the community setting (refugee’s camps) and Concern’s working sites applying the agreed and revised UNHCR/ARRA nutrition standard operation procedures and nutrition international guidelines for refugee’s context.
    To support the integration and linkage between outreach component and other CMAM targeted sectors

SPECIFIC DUTIES AND RESPONSIBILITIES:

Technical Monitoring and Program Quality

    Provide technical supervisions of; and technical supports to concern selected and trained community outreach agents in the allocated sites/ areas.
    In collaboration with the community leaders, ensure that all nutrition surveillance activities, such as active and exhaustive MUAC screening of all the targeted groups in the refugee’s camp, including children below 5 years, pregnant and lactating women and medical social cases are completed as per selective established criteria and following the project timeframe.
    Ensure that the follow up of admitted beneficiaries is completed through organized home visit sessions on weekly basis; to minimize the rate of defaulter and non-responded cases, and promote the better use of given nutrition therapeutic products and supplements by CMAM caretakers.
    Ensure that outreach component utilizes standardized protocols, policies and guidelines, as prescribed by the UNHCR! ARRA for refugee’s response in Gambella region.
    Oversee the collection of outreach sector data is in line with UNHCR/ARRA, Concern guidelines and according to internal and external donor requirements.

Innovation

    Lead outreach activities in the refugee’s camp and pilot community conversation group in different topics related to health and nutrition matters, and other relevant issues found in the camp.
    In coordination with the BSFP/ TSFP team, scale up the home gardening project activities to prevent acute malnutrition at community level.
    Develop and test appropriate tools for illiterate community outreach agents to ensure quality data collection at the camp and Concern nutrition working sites.

Strategic Planning

    Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary.
    In collaboration with the sites based team leaders, Nutrition assistant Manager and/ or Emergency Field Nutritionist, the outreach community mobilization team leader, lead the overall development of outreach sector activities strategy in line with Concern Worldwide-Ethiopia Country Programme Strategic Planning for refugee’s context.

Grants Management and Reporting

    Review progress in achieving program objectives and targets in collaboration with the Nutrition Assistant Manager and Field Emergency Nutritionist
    Prepare initial technical outreach sector internal and external reports within the agreed deadlines using Concern and donor formats, as required.

Programme Development

    Identify opportunities for program development.
    Ensure feedback from the assisted population/ beneficiaries is collected regularly and shared with the Nutrition Assistant Manager and Emergency field nutritionist for reporting purpose and programme needs.
    Promote the linkages between the different CMAM components and put in place the easier referral system from community to each Concern nutrition working site, and Vise versa.

Staff support

    Work with Concern site based team leaders, Nutrition Assistant Manager, and Emergency Field Nutrition to ensure technical aspects of nutrition programme indicators are regularly followed to guarantee the quality of delivered services.
    Provide ongoing training and technical supports and guidance to selected COAs and ensure all mobilized COAs adhere to best-practice of principles in all aspects of program activities implementation.

Others

    Promote and ensure compliance with the requirements of Concern’s Programme Participants Protection Policy (P4) and Humanitarian Accountability Partnership standards to ensure maximum protection to programme beneficiaries.
    Perform any other duties assigned by Nutrition assistant manager! Emergency Nutritionist as per programme needs.

Qualification and Experience Required

Essential:

    BSc. Nurse or public health nurse, or related field with minimum 6 (six) years relevant experience
    At least two years’ experience working in nutrition and/or public health in NGO.
    Experience in community based health/nutrition programmes activities.
    Good written and verbal communication skills in English.

Desired:

    Experience in community mobilization activities and management of BSFP activities/ other related CMAM programme components activities.
    Knowledge of Nuer language is an advantage and will be an asset to communicate with people at different levels in the targeted community.
    Experience working in emergency or refugee camp context. Experience in nutrition surveys, including data analysis. Good interpersonal and communication skills are considered as an advantage.

2. Position: Site Team Leader
Duty station: Gambella Emergency Nutrition Response Project, Refugee

Terms of employment: Definite Period

No. Required: 3 (three)

JOB PURPOSE: To oversee the overall implementation of CMAM programme activities and Infant and Young Child Feeding in Emergency (IYCF-E) practices and activities of the site in Concern Worldwide Gambella Emergency Nutrition Response for South Sudanese refugees.

SPECIFIC DUTIES AND RESPONSIBILITIES:

General management of the CMAM components and IYCF activities at Concern Working site and in the catchment’s area allocated under the respective working site in Pugnido camp

Treatment

    Ensure the technical support and the supervision by Concern of CMAM integration activities in the site of intervention. The program includes outreach surveillance activities, blanket supplementary feeding programme, Targeted supplementary programme, Outpatient therapeutic programme, Infant and Young Children Feeding Practices in Emergency context.
    Monitor all CMAM and IYCF-E sectors activities, using specific check list which can help to find the programme gaps and identify the needs of technical supports and trainings for employed staff.
    Coordinate the collection of Concern programme data at site level and report as per deadline to the Nutrition Assistant Manager, following the scheduled reporting timeframe.
    Prepare weekly and monthly activity reports
    Identify the site based programme components needs

Capacity Building:

    Provide formal training session to employed Concern staff at site level in coordination with Concern Nutrition Manager Assistant Manager and Nutritionist on the management of acute malnutrition and IYCF-E component activities whenever necessary, -including refresher training sessions.
    Ensures that on the job training is delivered adequately with quality coaching and mentoring skills of nutrition team.

Community approach:
    Work closely with Community mobilization team leader in ensuring community mobilization activities that selected and trained community outreach agents in detection and referral of malnutrition cases in the area of intervention, as actively working as per outreach SOP for refugee’s response.
Monitoring:
    Ensure dose follow-up of reporting and program performance rates together with the assistant nutrition manager.
    Involve in all assessment and surveys organized under the catchment of his responsibilities.

Coordination:

    Organize weekly and monthly coordination meeting at site level and report all the programme progress, gaps, challenges and action points taken to the hierarchy.
    Prepare the monthly cash forecasts as per programme needs in coordination with the Nutrition assistant manager.
    Ensures timely 3-months logistics order in respect with the procedures and follows up the supplies and orders with the logistics department.
    Participate to Concern bi-weekly and monthly programme meetings and provide feedback to site based team.
    Keep update on the evolution of all programme component activities with other Concern site based team leader’s on the evolution of the humanitarian responses and challenges in the areas.
Management of Human resources (HR)

    Ensure the daily management of employed staff at Concern working site in coordination with the admin and finance officer.
    In collaboration with the Nutrition assistant manager, participate in the recruitment process of Concern employed staff at Concern working site.
    Manage the program staff in order to ensure the smooth running of nutrition programs, in respect with all HR procedures.

Others

    Minimum of two years’ NGO experience
    Experience in community based health/nutrition programmes activities.
    Excellent organizational, leadership and motivation/training skills.
    Strong capacity building and training skills.
    Strong capacity for relations with local stakeholders.
    Good knowledge of Nuer and Agnuak languages is an advantage and will be an asset to communicate with beneficiaries and with people at different levels through the targeted community.
    Good written and verbal communication skills in English.
