Job Description:

Assistant Grants and Information Manager
Tetra Tech ARD is seeking a qualified candidate for the post of Assistant Grants and Information Manager for the Land Administration to Nurture Development (LAND) project in Ethiopia. LAND is implemented with and through the Ministry of Agriculture with financial assistance of USAID/Ethiopia Mission and technical assistance of Tetra Tech ARD.
The objective of LAND is to improve legal and regulatory frameworks for rural land tenure and property rights; strengthen capacity in law, rural land administration, rural land use planning, and conflict resolution; and enhance communal land use rights for pastoral and agro-pastoral communities to improve linkages with value chains, diversify assets and promote improved livelihoods.
Duties and responsibilities: Under direct supervision of the Deputy Chief of Party, the Assistant Grants and Information Manager will:
Provide support to the Deputy Chief of Party (DCOP) in the administration of LAND’s competitive grants scheme and ensure the implementation meets the performance metrics agreed with USAID/Ethiopia. In addition, the Assistant Grants and Information Manager will follow up existing grants by: tracking physical and financial progress of grants; developing internal reporting systems; writing reports; maintaining excellent historical records; ensuring each grantee is meeting conditions and expectations of the provisions of the grant agreement

Specific duties and responsibilities

    The Assistant Grants and Information Manager will be responsible for
    Reviewing current grant scheme for compliance with Tetra Tech’s and USAID’s guidelines rules and regulations
    Overseeing the preparation and timely submission of grant applications, application amendments, and budget transfers
    Processing preliminary proposals from faculty members and experts of universities, research institutions, and think tanks and ensure all issues are addressed prior to submission of final applications to LAND
    Evaluating grant budgets and analyze costs of activities according to budget and ensure work is accomplished within set deadline
    Supporting DCOP with tracking LAND grants budget expenditures
    Revising financial documents for settlement of advances
    Monitoring client / counterpart use of grants resources, as well as anticipated grant activity results
    Updating grant tracker with monthly expenditures (schedule) and Tracking for reporting purposes
    Supporting the DCOP with overall grant close out processes for all LAND Grants; traveling to the field for inspection
    Collaborating with other staff of LAND in the preparation of periodic reports
    Working closely with members of the LAND team
    Serving as a liaison with partners on issues regarding research grants
    Supporting technical staff of LAND with limited literature search
    Overseeing maintenance of the electronic and hard copy library of LAND;
    Performing other tasks that may be delegated by the COP or DCOP to ensure efficient implementation of LAND’s grant scheme.

Qualifications and Experience: At least MBA or MSc in land administration, property rights, agriculture, natural resources or related fields with a minor in accounting or finance and previous experience in grants management, finance, and accounting will be helpful. A minimum of 4 years of experience is desirable.

Desired Skills and Abilities:

    Supporting university level training and research
    Supporting training and research grant schemes
    Adequate knowledge of grant processes including accounting and financial as well as technical reporting
    Understanding of principles and techniques of grant proposal writing and budgeting
    Coordinating inter-university collaboration;
    Strong Written and verbal communication skills in English
    Demonstrated ability in writing technical reports in English
    Skill in using relevant computer software programs with a minimum ability of using the standard applications in MS Office attention to detail, ability to work in team

Duration of Employment: Annual Contract with potential renewal
Duty Station: Addis Ababa, But also spend some time travelling in the field
Salary: Competitive salary and benefits package according to the scale of Tetra Tech ARD
