JOB Summary
The Youth Employment and Livelihoods Specialist will be responsible for overseeing the youth employment and employment facilitation interventions of the RESET 2 project. Specifically, he/she will lead the technical aspects of enhancing rural youth workforce readiness, employment facilitation for youth seeking opportunities – both temporary/seasonal and long-term - in Wag Himra, Mekele, Dessie, and elsewhere, and connecting youth to current employment, apprenticeship, or internship opportunities. As part of the position, the Specialist will engage with rural youth, job brokers, and potential employers on multiple levels - through youth clubs and employment centres in Wag Himra, Mekele, etc., through employment centres, job brokerages, job fairs, awareness-raising, outreach activities, social media (esp. Facebook), etc.
The overall purpose is to enhance rural youth workforce readiness and employability by developing soft skills, improving networking skills through behaviour change, awareness-raising, networking for employment, and connecting them with job brokers.
KEY AREAS OF ACCOUNTABILITY:
Project Management
Design and lead the programmatic activities concerned with youth employment facilitation and transformative livelihoods for adults and youth, income generation and rural financing.
In coordination with the RESET team, oversee implementation of the youth employment and livelihoods work plans/targets.
Work closely with job brokers, local business owners, and government to facilitate job placement, create employment opportunities, and coordinate on job training.
Lead local value chain and labour market analysis to establish marketable skills and potential products/services for youth training and employment
Design business development support (life skill training, market analysis, financial literacy and etc) and business start-up packages to transition youth from apprenticeships to entrepreneurships.
Coordinate strategy and activities with consortium partners, national and local government authorities involved in and responsible for economic development.
Manage and mentor staff in youth employment, and livelihoods.
Coordinate closely on data collection to measure impacts, incomes, household and business investments, and savings.
Foster effective partnership, representations and outreach with key stakeholders such as INGOs, government and private business.
Technical Programme Effectiveness
As SCI is the lead on Youth Livelihoods in the RESET consortium, the Specialist will coordinate in the field the delivery of youth technical support through consortium partners, including harmonization of approach and training of partners staff.
Ensure quality of work assisting project staff in the use of key generic and Save the Children tools and guidelines. These include, among others, child participation, child right programming and mainstreaming of gender, diversity and HIV/AIDS..
Regular visits to the project implementation sites and communities and consortium partners at field level
Other
The Youth livelihood specialist will be responsible for additional tasks and duties as and when required to support the overall program.
QUALIFICATIONS AND EXPERIENCE
Essential
Bachelor’s degree required (MBA or master’s degree preferred) in economics, agriculture/horticulture, agribusiness, environmental sciences or gender in development.
Supplemental training in income generation/entrepreneurship, micro finance preferred.
Minimum six years’ experience with skills training, employment generation or employment facilitation, job placement, alternative/additional income generation for adults and youth, youth employment, community mobilization and social protection
Experience working successfully with government ministries engaged in promoting improved livelihoods for households and the provision of social protection services, as well as experience working with the private sector, employers’ organizations, trade unions, or comparable entities.
Demonstrated technical expertise in four of the following areas: agricultural value-chain development, public-private partnerships, enterprise development and incubation, vocational education/training, micro finance access, nutrition, youth and women’s empowerment, land tenure/property rights, and child labor prevention.
Desirable
Experience in working with EC or ECHO grants as well as other institutional donors
Experience with job brokerage, business development services, and/or micro-lending, micro-savings
Knowledge of the area and region where the post is located
Understanding of the challenges and opportunities in youth employment and root causes of migration
Proven conceptual skills and an ability to think and plan strategically
Strong representation and networking skills with the ability to liaise well with a wide range of individuals
Good advocacy, communication, presentation and facilitation skills
Strong interpersonal skills and an ability to train and mentor staff
Proven ability to manage a complex and demanding workload
Good spoken and written English
Good computer skills (particularly Excel, Word and databases)
Willingness and ability to travel to all project areas in the Wag Himra zone, within approved security frameworks.
Working contacts
External:
Signiicant engagement with regional government officials in relevant departments at senior level, closely liaising with woreda authorities.
Significant engagement with RESET II consortium partners in Wag Himra
Regular engagement with private business runner and employed and unemployed youths
Internal:
The Youth livelihood specialist reports to RESET Project Manager at Sekota and functional relationship with FSL Manager at Sekota.
Regular engagement with the Field Office staff, the overall RESET PM and technical specialists in Addis Ababa is essential. Work should also be coordinated with the other thematic teams to enhance cross-fertilisation and ensure integrated programming.
Collaboration with all departments, and support of overall aims of the country programme, are also essential.
