Job Summary

ROLE PURPOSE:Under the overall coordination, close technical and managerial supervision of Chifra Field Office WASH Coordinator, the WASH Officer will ensure the effective and efficient implementation activities directly related with water, sanitation, and hygiene activities in the operation woredas. Assess and design water supply facilities to be constructed, prepare bill of quantities and specifications.

KEY DUTIES & RESPONSIBILITIES

    Ensure that activities related with water, sanitation, and hygiene is implemented according to the approved donor and government agreements. 
    Asses and design the best and suitable  way to construct and  rehabilitate  water supply schemes and sanitation facilities in consultation with project staffs and woreda water offices and beneficiary community
    Coordinate WASh program implementation activities at the field (Full project cycle management.
    Organize and conducts WASH response training and capacity building program for project and counterpart staff with technical back ground through, monitoring and coaching in the area of community mobilization, implementation, and monitoring and coordinating evaluation exercise.
    Select appropriate sites for water supply construction and conduct water quality test based on SCI guideline.
    Design and supervise the implementation of Hygiene promotion and community mobilization activities (house visits, group sessions school activities and other community based events).
    Prepare action plan for each water point’s sanitation facilities including material and cost estimates, labor costs and duration per water scheme with consultation with the WASH team.
    Recommend all equipment and material required for construction and rehabilitation/maintenance activities
    Lead the bid document preparation, bid analysis and contractors selection process for rehabilitation/maintenance and construction  of schemes
    Select gender focused water committee members for each scheme and conduct trainings and continuous supports.
    Monitor and supervise day to day activities of construction and  rehabilitation/maintenance works and take corrective measures if any
    Conduct capacity gaps assessment  for community and government counterparts  and organize capacity building training and support as per identified gaps and constraints
    Ensure your work plan relates closely to the regularly updated project work plan guiding the project implementation and progress towards completion.
    Prepare monthly quarterly and annual activity plans, action plans for assessments, monitoring, review and quarterly and annual project reports and plans.
    Undertake representation and advocacy with government partners and officials, primarily at the woreda level.  In particular, ensure there is a system for networking and communication with local government partners, relevant line departments and community representations in the project area(s).
    Advocate to partners for project activities and objectives, and understand the project’s contribution to wider SCI goals and objectives.
    Be fully aware of how far the project fulfills child rights in terms of SCI’s strategic and thematic plans. Ensure that Child Rights programming is effectively incorporated into all aspects of SCI’s work.
    Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.
    Participate and facilitate selection of beneficiaries for the programs.
    Record and monitor project activities and its process to facilitate learning, implementing monitoring and evaluation.
    Work closely with community facilitators to link with communities, etc
    Through field visits, provide technical advice and support to community facilitators and partners and ensure the community level data is collected, consolidated and reported on time and are well integrated in the project activities.
    Perform other duties as assigned by the supervisor.

 QUALIFICATIONS AND EXPERIENCE
    BSc Degree in construction management water supply and sanitation/hydraulics/civil engineering, or related field and over 3 and 5 years of relevant experience in WASH hard ware and software activities respectively.
    Experience in an international NGO or similar organization.
    Good technical knowledge of policy and practice in the field of WASH as well as other cross cutting issues
    A good understanding of development issues and the policy context in the operational areas and Ethiopia generally.
    Experience of managing donor(s) funded projects or program me.
    Experience in developing and monitoring budgets.
    Computer literate in word processing and excel packages and soft wares like Auto cad, water cad and Epanet.
    Understanding of child rights and their protection and fulfillment in the development context.
