Background Information - PSC

Peace and Security Centre

The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

United Nations Mine Action Service (UNMAS) Mali

There is a problem of weapons and explosive contamination in Mali, following historical and recent conflict. There is clear evidence of the presence of unexploded ordnance (UXO), improvised explosive devices (IED) and insecure stockpiles of weapons and ammunition (abandoned or neglected).

UNMAS deployed to Mali in January 2013 to conduct an emergency assessment of the situation with regard to explosive threats and in support of United Nations Security Council resolution 2085 (2012). In June 2013 the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established under Security Council Resolution 2100 and is currently operating under Security Council Resolution 2227 (2015). In accordance with these mandates, the United Nations Mine Action Service (UNMAS) has engaged UNOPS to implement a mine action programme in Mali. The UNMAS mine action programme is seeking to:

    Reduce the explosive threat to AFISMA/MINUSMA and United Nations personnel;
    Enhance national capacity to mitigate explosive threats;
    Improve the protection of civilians.

Functional Responsibilities

The Civil Engineer will work under the direct supervision of the Head of Support Services (HoSS). The Civil Engineer is responsible to apply expertise and knowledge to deliver high quality, on time and on budget the designated work package. It is understood that he/she will be working in complex and challenging environments with limited resources. He / She will manage the assignment, coordinate the work of team members under his/her supervision, as applicable and work in partnerships with the Project Managers and technical experts, such as Weapon and Ammunition Management (WAM) officers to the best interests of the mission. The Civil Engineer will be working in both mixed and direct implementation of diverse structures, to be rehabilitated and/or constructed (ammunition depots, armoury, basic camps, cutting weapons facilities, central demolition sites) and this will require resourceful and innovative thinking to accomplish work packages.

The following are the functional responsibilities:

    Provide advice and coordination on all potential and ongoing infrastructure and engineering works;
    Supervise all infrastructure and engineering personnel within the programme;
    Carry out technical assessment of building projects, project feasibility studies and design briefs;
    In support of the WAM officer, conduct technical assessments of Malians Defense and Security Forces’ armories and ammunition storage areas in Northern Mali in compliance with International Ammunition Technical Guidelines and to produce related reports on project feasibility;
    Prepare conceptual designs, specifications, standards and budget estimates for proposed new projects based on the prevailing market rates survey and develop strategies for the projects component execution, and when possible propose innovative solution for storage areas in remote place;
    Ensure Design Brief and Final Design documentation is prepared for all projects in accordance with UNOPS Design Manual requirements including; Scope of Works, site information, budget, specifications, schedules, Bill of Quantities, calculations an construction drawings;
    Liaise with UNOPS Infrastructure Practice Group during the design process to ensure compliance with UNOPS Design Manual;
    Liaise with assigned Peer Reviewer during assessment process to UNOPS Issuance of Certificate of Design Compliance;
    Liaise with the Procurement Unit to assist in the development of the relevant tender documents for procurement process (RFQs, ITBs and RFPs) including Statement of Works, Designs, Engineering Estimates, Bill of Quantities;
    Assist with the evaluation of tenders and works contract development;
    Implement activities through direct labour (if required);
    Supervise the project implementation of infrastructure and engineering works for quality, progress, compliance with the regulatory approval conditions, and meeting the design specifications and standards. Conduct regular assessments and evaluations of contractor performance and resources and prepare regular updates on status and budget of works for Project Officers, HoSS and where applicable WAM Officers;
    Issue site instructions, assess and approve variation requests/time extensions from the contractors;
    Establish works progress and performance measurements, and prepare progress certificates for contractor payments;
    Ensure the schedule and quality is maintained for; periodic progress reports (internal and external), periodic briefs of status of all projects, collection and filing of project documentation and data (including photographs, discussion minutes) ;
    Identify any issues on progress, quality or budget and resolving them, in consultation with the Project Manager and HoSS;
    Provide quality assurance oversight to all infrastructure and engineering activities;
    Ensure that lessons learned and challenges are documented throughout the project stages and shared HoSS, Project Managers and WAM Officers;
    Ensure final reports and hand­over reports are completed on time and to the required quality;
    Update and maintain project documentation and filing system;
    Participate and provide technical input in recruitment of technical or any other staff assigned;
    Performs any other related duties as may be assigned.

Monitoring and Progress Controls

    Assist with the definition of the scope of works, develop and prepare designs and technical specifications for UNMAS Mali infrastructure requirements, to be completed within 6 weeks of receiving brief from HoSS or Project Manager.
    Liaise with IPMG and Desk Reviewer to facilitate the design approval process and receive Certificate of Design Compliance for UNMAS DRC infrastructure projects within 2 weeks of completion of Final Design.
    Prepare the technical aspects for all tender documents for procurement process for UNMAS Mali projects including Statement of Works, Designs, Engineering Estimates, Bills of Quantities within 2 weeks of receipt of Certificate of Design Compliance.

Education/Experience/Language requirements
Education:
Advanced University Degree (Masters Degree or equivalent) in Engineering in relevant subject matter such Civil Engineering, Structural Engineering, Construction Management with 5 years of relevant experience, or

First level University degree (Bachelors Degree or equivalent) in Engineering in relevant subject matter such Civil Engineering, Structural Engineering, Construction Management with 7 years of relevant experience.                    

Work Experience:

Minimum of 5 years of working experience in construction planning and design or construction management

    At least 5 years of experience in construction planning and design
    At least 5 years of experience in construction management
    Strong knowledge of principles and techniques of carrying out infrastructure assessments

The following skills are desired:

    Experience in UNOPS Design Review processes
    Experience of construction in African countries
    Experience in Geo Technical Testing
    Previous experience in Armories, Military infrastructure is an asset
    Previous working experience in Africa is an asset

Language Requirements:

Fluency in French and English (writing, speaking and writing) is mandatory
