Program Over view
Private Health Sector Project is a USIAD funded five year project implemented by Abt Associates Inc . Private Health Sector Project have a goal to mitigate the impact of diseases of public health importance in Ethiopia through the active engagement of the private health sector. The major objectives of the project are creating an enabling policy environment, increasing access to quality services for diseases of public health importance through the private health sector, strengthening the private health care system, and generating evidence. The goal and objectives will be achieved in collaboration with the government ( FMoH and its agencies, the private health sector and its associations). Private Health Sector Project operates in Addis Ababa, Amahra, Afar, Benshangul Gumuz,Dire Dawa, Harari, Gambela Oromoiya, SNNPR, and Tigrai regions. The public health importance programs include PPM-DOTS, Comprehensive HIV/AIDS including HCT, ART and PMTCT; MNCH, Family Planning, STI and Malaria services.

 The Finance and Administration Director will be based in Addis Ababa and have primary responsibility for Finance and Administration, including finance, human resources and operations management in the program’s central office and the regional offices.

 Job Summary

    Responsible for budget development and oversight.
    Oversees financial reporting and analysis.
    Directs activities relating to accounting, payroll, procurement, human resource management, space management, inventory, information technology, and office equipment/supplies.
    The Administration Manager (Deputy Project Leader) supervises a substantial administrative unit that may include an Information Technology Assistant, Finance Assistant, Administrative Assistant, Office Assistant, Drivers, and Janitors. The Administration Manager (Regional) supervises or oversees other Administration Managers in addition to supervising an administrative unit.
    The Administration Manager (Deputy Project Leader) may act on behalf of the Project Leader upon their absence and assists in the overall management of the project, including programmatic aspects.

Key Responsibilities

The Administration Manager is responsible for administrative operations on a regional level. In most instances they have oversight or supervision of Administration Managers located in several different countries or in regional offices throughout the same country. In addition, the Administration Manager (Regional) would supervise their own on-site administrative unit. Administration Manager (Deputy Project Leader). As Deputy Project Leader their responsibilities also include assisting with overall management of the project. Other duties include:
 

Financial and Administrative Management:
    Establish and implement the systems required for sound financial, human resource (HR) and operations management in compliance with both US Government and Abt Associates policies.
    Create and maintain financial reporting and tracking systems providing data on financial performance of project and project activities
    Assure the development and monitoring of project budgets, accurate financial reports, and projection of funding needs, in close coordination with the Chief of Party (CoP) and the Finance & Contract Manager in Abt home office.
    Supervise the preparation and timely submission of the monthly ROV and cash projections. Review and approve all invoices and vouchers prior to CoP’s approval for accuracy and compliance.
    Manage all financial processes of the project, including payments against subcontracts, consultant agreements, and other agreements with all necessary suporting documentation.
    Assure that the project maintains the highest administrative, financial, and operational standards for compliance and audits by observing USAID regulations and Abt’s International Financial Procedures.
    In collaboration with program staff, prepare budgets for site office operations and program activities.
    Collaborate with the project home office team on revenue planning and preparation of financial reports for the client.
    Develop, institute, monitor and improve procedures for logistical support of all project activities (local and international travel, and support for local and international short term technical assistance).
    Develop and monitor the implementation of systems for planning, competing, awarding, and managing sub-awards with local firms as well as consultant agreements and purchased service agreements.
    Develop systems and oversee office management and support functions (infrastructure, equipment, IT, administrativesupport and records systems).

 Human Resource Management and Development:

    Serve as the project’s human resources leader, responsible for leading the recruitment, development, promotion, and separation of staff, in consultation with the CoP.
    Directly supervise a team of finance, administrative, operations and human resource support staff who support the program.
    Provide training to staff on project procedures as well as building skill-levels of project staff in the area of finance, administration, and project management.
    Oversee accountants’ management and correct use of financial system and accurate and timely preparation of monthly financial reports and cash projections.
    Act as the convener of periodic (weekly or bi-weekly meetings between the support and program staff to coordinate implementation. Assure complete documentation of action items and follow-up with support team to assure prompt follow-up.

Job Requirements
Skills and Prerequisites

    Bachelor of Arts degree required, Master’s Degree preferred in International Development, Business Management, or other relevant field.
    8+ years of relevant professional experience in project management, contract administration, financial management, and/or program operations.
    Five or more years of international project management experience, including experience with management of U.S. government-funded contracts, preferably USAID.
    Experience in project implementation.
    Excellent writing, computer, management and organizational skills.
    Written and oral competency in both Amharic and English is required.
    Successful track record as a financial and operations manager.
    Experience successfully managing sizable staff.
    Demonstrated leadership skills.
    Strong interpersonal and communication skills, initiative, and good judgment.
    Ability to anticipate and solve problems.
    Ability to independently plan and execute complex tasks while addressing daily management details, remaining organized and focused on meeting deadlines.
