Job Description:
NEP+ is a National Network of eleven regional networks, two national associations and one specialized women network. NEP+ is one of the principal recipients of Global Fund in Ethiopia. The mission of NEP+ is to lead, coordinate the contribution of PLHIV in the national response to networking partnership, capacity building, resource mobilization and relaying the voices of PLWHVs at all levels. Thus it wants to recruit qualified candidate for the following position.
 

JOB TITLE: Program Officer
DEPARTMENT: Program
REPORTS TO: Program Manager

JOB SUMMARY:
Under the supervision of the NEP+ Program Manager, the Program Officer will assist in coordinating planning and implementation of activities by project teams at the NEP+ headquarters and regions as well as those implemented by sub-recipients. The project Officer will provide ongoing technical support to country level teams and the regional associations. The project Officer assists in overseeing that project activities Implemented integrated with the overall NEP+ program and harmonized with national and regional health plans. She/ he plans, organizes, monitors and supervises the projects and strengthens the service for People Living with HIV/AIDS (PLHIV).
RESPONSIBILITIES AND TASKS:
Job Responsibility #1: program management

    Provide general programmatic support to NEP+ and regional teams to ensure timely initiation and implementation of different projects;
    Advice and support NEP+ programs to attain and maintain high level of performances, including meeting donor requirements when need arises
    Liaise with and support monitoring and evaluation teams to ensure good documentation and use of data to improve program performance;
    Support and coordinate country regional level initiative to assess and identify gaps in program quality and develop innovative solutions to overcome underlying problems;
    Assist in identifying bottlenecks to program implementation and, in consultation with country program and sub—recipients, develop innovative solutions to challenges and facilitate their implementation;
    Work with country programs and site support teams to ensure transfer of expertise to staffs on-site.
    Assist country programs in building national and site level leadership capacity and ownership to institutionalize program
    Actively participate in supportive supervisions, review reports and provide feedback as deemed necessary to improve the quality of the program implementations
    Provide guidance to member networks and associations in identification of community volunteers in
    Works closely with member networks, community volunteers and concerned Government counterparts to plan and implement activities.
    Monitors and ensures that PLHIV in the target area are provided with appropriate care and support.
Job Responsibility #2: Capacity Building
    Facilitate communication, collaboration and sharing of implementation expertise and other resources among NEP+ country teams and regional associations;
    Participates in project proposal writing;
    Support in assessing the programmatic requirements and capacity building needs for the implementation of projects;
    Organize trainings, events, and meetings as deemed necessary to facilitate smooth and coordinated Implementations;
    Assist in ensuring consistency of program implementation across regional and implementation sites;
Job Responsibility #3: Others
    Keeps up to date with developments In the sector, including best practice examples in-country and internationally, and ensure ongoing personal development and learning;
    Ensures the existence of adequate understanding of NEP+ funded projects within the organization, among members and other stakeholders;
    Carry out other duties and responsibilities as assigned by the Program Manager.
Qualifications
Education/Training: MBA/MSc or BA/BSc degree in Business Management, Health or related fields.
Experience: 4/6 years relevant work experience.
TECHNICAL AND OTHER SKILLS
    Excellent written and verbal English skills;
    Familiarity with HIVIAIDS prevention, care and treatment programs
    Demonstrated technical ability, sound judgment and ability to work effectively with others at all levels;
    Computer Proficiency;
    Strong interpersonal and communication skills.
Duty station: - Addis Ababa
Salary: 14,690.00 per month
Language: Good competency of English
