Purpose of the Assignment
Produce a comprehensive programme document for the implementation of child participation in local level planning process in the Ethiopian context as well as revise existing manuals and tools on community participation in order to incorporate tools on child participation.

Specific Tasks

 The specific tasks to be performed include but are not limited to the following:

    Develop a work plan and detailed outline and agree on the plan with UNICEF.
    Engage with the principal actors working on child participation including but not limited to the Ministry of Finance and Economic Cooperation (MoFEC), Ministry of Women and Children (MoWCA), the Ethiopian Institute of Ombudsman, United Nations agencies, non-governmental organizations, etc. to inform the development of UNICEF's programme on child participation.
    Produce a comprehensive programme document for implementation on child participation in the planning process that will be developed in the Ethiopian context taking into account the variations across different regions.
    Conduct a desk review of the existing tools on community participation and revise these tools to make sure a child participation component is incorporated.
    Produce a summary brief and a PowerPoint presentation of the child participation programme document.
    Provide brief status updates on all activities every week to the Social Policy Specialist, UNICEF SPESI. 

Methodology 

Desk review and consultations with relevant institutions to inform (a) the analysis and programme document formulation on child participation in the planning process, and (b) the revision of existing community participation manuals and tools so that child participation is incorporated. The consultant will propose a detailed outline of the work incorporating a breakdown of deliverable dates to be reviewed by and agreed upon with UNICEF.

1.Develop a work plan and detailed outline and agree on the plan with UNICEF. Present an advanced draft of the child participation in local planning process programme document.
   

20 percent of the payment after deliverable number 1.

2.Present the revised advanced drafts for half of the existing community participation tools with child participation incorporated.
   

20 percent of the payment after deliverable number 2.

3.Present the revised advanced drafts for the remaining half of the existing community participation tools with child participation incorporated.
   
25 percent of the payment after deliverable number 3.
4.  Deliver a finalized child participation in local planning process programme document, a summary brief and a PowerPoint presentation of the final child participation programme document, as well as final versions of the revised community participation tools with child participation incorporated.
   
35 percent of the payment after deliverable number 4.
Qualifications of Successful Candidate
Education
Advanced degree in human rights, social work, sociology, law or in any related social science.
Years of relevant experience
 A minimum of five years professional relevant work experience in the area of child participation and programme development related to child participation.
