Purpose of the Assignment
The consultant conducts economic and fiscal analysis to produce summary reports (4-5 pages each) on trends in government revenue, government budget allocation and expenditure on selected social sectors to inform and reinforce investment in human capital.
Assignment Tasks
The specific tasks to be performed include but are not limited to the following:
    Develop a work plan and detailed outline and agree on the plan with UNICEF.
    Engage with MoFEC to access fiscal data and necessary fiscal documentation.
    Conduct fiscal analysis connecting the big picture to the changes in the macroeconomic environment, fiscal and overall economic policy, the necessity to invest in human capital if goals in the Growth and Transformation Plan as well as the Sustainable Development Goals are to be achieved amidst ongoing changes in global development financing.
    Prepare an economic report on the overall State budget, as well as specific economic budgetary reports on the education sector, the health and nutrition sector, the wash and sanitation sector and on the social welfare sector using simple language and making use of interesting visual aids (such as maps, graphs and other visual tools).
    Provide brief status updates on all the activities every week to the Social Policy Specialist, UNICEF SPESI.
The consultant shall liaise with all relevant sections in UNICEF and government offices to undertake the assignment.
 Methodology
Desk review, data analysis including consultations with MoFEC and relevant sector ministries, and prepare summary reports in the form of visually attractive Budget Briefs. The consultant will propose a detailed outline of the work incorporating a breakdown of deliverable dates to be reviewed by and agreed upon with UNICEF.
Qualifications of Successful Candidate
Education
    Academic qualifications – advanced degree in economics or related field e.g. public policy, governance, etc.
Years of relevant experience
    Employment experience – A minimum of five years professional relevant work experience in economic policy and analysis especially in the area of fiscal policy and economic  budget analysis.
    A solid knowledge of Ethiopia PFM instruments, and proven experience on similar economic analyses of the State Budget with focus on social sectors;
    Strong analytical and writing skills, and the ability to present the results in a simple language, making use of interesting visual aids (maps, graphs and other visual tools);
    Consolidated knowledge on economic analysis and a foundation on crosscutting themes such as equity and sectoral decentralization;
    High proficiency in English and Amharic, as the documents to be utilized for the analysis are in Amharic, but English products will be useful;
    Ability to complete the task in a tight schedule and with limited supervision.
