GIZ International Services is shortlisted for the EC - funded project:" GMES & Africa Support Programme Technical Assistance Team”.
The general objective (project impact) of the programme is to promote the sustainable management of natural, water, marine and coastal resources by providing evidence-based interventions to inform decision making processes.
The specific objective (project outcome) is to improve African policy-makers’ and planners capacities to design, implement, and monitor national, regional and continental policies and sustainable management of natural, water, marine and coastal resources through the use of EO data and derived information.
There are five expected results (project outputs) as follows:

Output 1: Access to Earth Observation (EO) data is maintained, improved and sustained.
Output 2: An EO based information service for monitoring and management of Water and Natural Resources adequately informs policy makers and end users.
Output 3: An EO based information service for monitoring and management of Marine & Coastal environments adequately informs policy makers and end users.
Output 4: Capacities of African public institutions and private sector to deal with EO-based information for Land and Marine & Coastal applications are enhanced at regional and national level.
Output 5: Policy makers, administrators, entrepreneurs, scientists and civil society active at regional, national and local levels in Africa are aware of opportunities provided by Earth observation data and geospatial information technologies.
The main activities related to the five outputs are described in the 'Action Document for the GMES & Africa Support Programme'.
The purposeis i) to provide technical contributions on the two services and their applications, and ii) to provide technical contribution to the other tasks to be achieved by the AUC (e.g. training and infrastructure), and iii) support AUC in fulfilling its role of project coordinator.
Your profile
Qualifications and skills
    University degree in science or a domain related to remote sensing sciences or to integrated water or natural resources management or directly related discipline;
    Fluent in English with good working knowledge of French; working knowledge of Portuguese is an asset
    Excellent communication and managerial skills; ability to produce concise reports;
    Familiar with and able to use proficiently GIS and Remote Sensing software, standard office software packages, email and internet.
General professional experience
    Minimum 5 years of experience as a remote sensing science professional;
    Experience in working with/in developing countries, preferably in Africa, and in a multi-cultural environment.
Specific professional experience
    At least 5 years of experience in the provision of EO services related to one or several of the following thematic(s): Tropical Forests, Natural Habitats, Mining Activities, Croplands, Rangelands, Surface and Ground Water Resources;
    Experience in environmental decision making processes and experience in the deployment of operational services;
    Experience in working at multi-country/ regional and/or Continental level is an asset;
    Experience in capacity development/training is an asset.

Assignment period

The intended start date is 01/01/2017 and the period of implementation of the contract will be 46 months from this date.
Conditions regarding location

The Technical Assistance Team (TAT) will be based within the AUC HQ in Addis Ababa, Ethiopia. The experts are expected to spend around 75% of their time at that location, and to travel to other African countries or Europe to carry out specific activities as may be required.
