Job Description:


A Glimmer of Hope (Glimmer) is a US based charitable organization with the mission of empowering rural Ethiopian communities to end the cycle of extreme poverty. Glimmer is a nonprofit organization working to make a sustaina pie difference in the lives of rural Ethiopians through water, sanitation, health, education, micro finance, micro-irrigation and veterinary projects. Glimmer was founded in Austin, Texas, USA in March of 2000. The Ethiopian country office (“Glimmer Ethiopia”) was founded in Addis Ababa in April 2000. Glimmer fund the implementation of projects in Ethiopia through local NGO partners operating in four bigger regions of the country (Tigray, Amhara, Oromia and SNNPR). Since 2000, Glimmer has implemented over 7,500 projects in Ethiopia.

A Glimmer of Hope — Ethiopia Country Office would like to hire a Project Officer for its country office, on competitive bases. Hence, the country office here by invites competent individuals who fit the requirement stated in the advert.

JOB TITLE: Project Officer

DIRECTLY REPORTS TO: Operations Director

FUNCTIONLLY REPORTS ON: None

DUTY STATION: Addis Ababa, with frequent travel to project areas in Glimmer operational regions

JOB SUMMARY:

Under the general guidance of the Senior Operations Director (SOD), the Project Officer is responsible for the facilitation and monitoring of project plans and designs, and supervision and monitoring of the entire implementation processes of all projects implemented by Glimmer in partnership with its development local partners at Medebay Zana ICD in Tigray Region. The projects include construction of schools, health institutions, and veterinary clinics and supply of required furniture, equipment and reference materials, as well as construction of water supply, sanitation and hygiene (WaSH) schemes and livelihood activities.
The Project Officer is responsible to ensure the implementation of successful and sustainable projects that meet the intended objectives. To this end, he/she is required to review all designs, proposals, and reports and also supervise and monitor the projects under implementation at site level and provide all necessary technical supports and advise to the partners’ staff at the site and to the contractors, if any.

RESPONSIBILITIES & TASKS:

    Plan, monitor, supervise and manage all projects under implementation in collaboration with Glimmer partners, government stakeholders and the community at site level and find solutions to encountered problems in Medetay Zana ICD;
    Review proposals for the different phases of implementation (phases 1 to 5 for 2016-2020 implementation), Project Grant Agreements, designs, and reports of different projects and make any necessary adjustments as required;
    Provide technical support, on job training and awareness creation to partners during planning, implementation and monitoring of projects, including site identification, feasibility study and designs;
    Verify and ensure the quality of all construction materials, workmanship, construction safety rules and regulations inline with set standards and the budget is within the approved limit
    Collect and update data on current market prices of construction materials, personnel, contract prices and the like from urban development, water, education, finance and plan and the like offices in the woreda, zone and region towns;
    Monitor construction scheduling and update it regularly to ensure that the progress of construction works is in line with the initial construction schedule at any time and that the entire project construction will be completed on schedule;
    Give recommendations to Glimmer Addis .on reasonable variations of works by contractors or partners and submit the type and volume of work for which variation is required together with its unit and total cost and the reason why variation required. Once it is approved, develop an amendment that is required to be made on the original PGA.
    Maintain and build good work relationships with partners and other stakeholders;
    Ensure that all the project requirements are taken care of; at the same time he/she ensures that the three constraints (quality, cost as well as time) that face every project are properly managed;
    Assess the potential risks of specific projects, as well as undertaking risks management;
    Check and supervise tendering procurement carried out by partners with contractors;
    Supervise and visit contractors on site and advise on civil engineering issues, at the same time oversee the performance of contractors;
    Review and give feedback on working drawings, bid evaluation reports, project agreements or plans and Glimmer project standards to the partners and provide advice on best contractual practices and better contractors to partners and Glimmer
    Estimate the amount and type of material required to deliver the contracted specifications and calculate a final figure of the cost that will have to be incurred, work on CAD applications;
    Prepare and conduct quarterly and annual implementation review workshops and annual experience sharing programs;
    Collect data from partners, from project areas an& other appropriate sources and develop and update project Data Base;
    Facilitate for and accompany donors and Glimmer Austin staff visits to partners’ projects;
    Participate in periodic evaluations and impact assessment studies of Glimmer projects;
    Perform other duties as required by the office

Management responsibilities:

    Manage Project Grant Agreements or contracts and relationships with partners including contractors and external funding bodies, ensuring timely reporting and budget requirements are met;
    Ensure the provision of timely proposals; status and completion reports of undergoing Glimmer programs and projects to the office;
    Responsible to ensure the quality of the output of undergoing projects at each stage of the project lifecycle, including written reports and other outputs, in accordance with Glimmer or agreed upon processes and principles;
    Work closely with government bodies on project planning, implementation and post implementation (sustainability) aspects;
    Ensure that there are standard contracts between partners and external contractors, there is standard working drawings, BoQ and specifications and there is proper monitoring system by partners to verify project execution of projects meet agreed specifications (construction timing, cost, quality)

Participation in other Glimmer Activities:

    Represent Glimmer in relevant national and international forums when delegated by the office;
    Participate in relevant staff development activities;

SPECIFICATIONS:

Must have knowledge of rural Ethiopian context and be capable of understanding the organization, programs, and procedures related to the work Glimmer performs. This person must be detail-oriented and very proactive. The successful candidate will be outgoing and highly organized with strong attention to details, while also having a compassionate and kind spirit.

Education: MSc Civil or Hydraulic engineering or other related field

Work Experience:
    Six years of relevant professional experience out of which at least three years in NGOs;
    Demonstrated experience in project planning, implementation, monitoring, and evaluation as well as excellent planning and organizational skills
    Understanding of the national policies, strategies and programs of agriculture, finance/micro-finance, business, cooperative development and related sectors;
    Good background/exposure to areas such as irrigated micro- irrigation, animal husbandry, petty trade, handicrafts, and development of value chains.
    Proven experience in financial management of projects
    Ability to facilitate and deliver workshops, meetings and training to partners and other stakeholders;
