Pact accomplishes this by strengthening local capacity, forging effective governance systems, and transforming markets into a force for development.Department OverviewPact seeks a Chief of Party an anticipated, five-year USAID-funded caring for vulnerable children program in Ethiopia. The program will improve health and well-being outcomes for orphans and vulnerable children (OVC) in selected priority areas by enabling more OVC to utilize services for improving HIV/AIDS care, health, nutrition, economic security, education, protection and psychosocial wellbeing. The position is contingent upon award.Position PurposeReporting to the Country Director, the Chief of Party (COP) will be responsible for the overall management and operations of the project. S/he will be responsible for technical leadership and administrative oversight of the program and will serve as the principal institutional liaison to USAID. S/he will manage a team of senior staff and sub-partners and ensure quality, timeliness, and efficiency of all products and activities generated under the project. She/he will supervise project implementation and ensure the project meets stated goals and reporting requirements. The COP position requires political savvy, as she/he will interact at a high level with numerous Government of Ethiopia institutions and senior government officials as well as United States government agencies.Key Responsibilities

    Ensure high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements.
    Participate in the technical and programmatic design of award and partner programs; represent Pact in negotiating with donors and partners.
    Manage all project planning responsibilities, including the production of annual work-plans; guide and oversee the alignment of the budget to expected results, and review and approve annual budgets and quarterly reports.
    Ensure the cost-effective use of Pact and USAID resources.
    Ensure compliance with Pact and USAID requirements, policies and regulations.
    Act as liaison to relevant donors and the local government.
    Manage all local grant making mechanisms, ensuring compliance with donor regulations and Pact policy; coordinate and/or conduct monitoring visits to grantee programs.
    Provide training and mentoring to partners and staff to strengthen capacity for technical service delivery and compliance with donor rules and regulations.
    Recruit and directly supervise local project staff in line with Pact human resources policies; Oversee the management and development of project office human resources to ensure a diverse, skilled and productive workforce, an effective leadership team, and an organizational culture where Pact’s values are practiced.

Minimum Qualifications:

    Advanced Degree in international development, business administration, social sciences, public health, or a closely related field.
    Strong leadership qualities and depth and breadth of technical and management expertise, as demonstrated by a minimum of eight years of progressively increasing experience in designing, implementing and managing large, complex projects involving multiple partners, in/for developing countries, three years of which must have been in a Chief of Party/Director role of a large development program of comparable scope.
    Management experience with a USG cooperative agreement.
    Experience with child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement or policy development.
    Demonstrated international credibility as a leader on matters of the social service sector in developing countries.
    Experience in interacting with government agencies, host country governments and counterparts, and international donor agencies.
    Strong interpersonal, writing and oral presentation skills, including fluency in English.

Preferred Qualifications:
    Master’s Degree or higher is preferred.
    Experience living and working in Ethiopia or elsewhere in East Africa is desirable. Ethiopian nationals preferred.
