Purpose of the Position
The incumbent is accountable for planning, implementing, monitoring and evaluation of the Adolescent Girls/Cross-cutting outcome, Ending Child Marriage Programme.
S/he will ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of the programmes' objectives and results.
Methodology
The incumbent is expected to establish and oversee implementation of a multi sectorial approach involving child protection, health, education, WASH and nutrition sectors with diverse interventions to be employed to respond to the multidimensional nature of the issue. S/he is therefore expected to work closely with and provide the required guidance to the relevant sectors as well as sections in UNICEF to develop and implement the approach.
Expected Deliverables
Strategy and programme development and implementation: Quality of rights based Adolescent Girls strategy and Ending Child Marriage programme achieved through a cross sectoral, partnerships based approach to cross- sectoral programme implementation and management, results tracking, regular monitoring, documentation and data generation (qualitative and quantitative). Ensure the alignment of the strategy and program document with the Global results framework on the Joint Programme to Accelerate Action to End Child Marriage.
Data and research: Partnership with knowledge-based-and academic institutions expanded for collection and analysis of relevant quantitative and qualitative data to further strengthen the understanding of social norms and harmful practices affecting children, particularly girls and to stay abreast of key developments. This partnership and advocacy is specifically focused within the context of supporting the implementation of the 2013 National Strategy and Action Plan on Harmful Traditional Practices and determining UNICEF's role and developing its strategy to translate the commitments made at the London Girl's summit to end Child Marriage and FGM/C by 2025.
Advocacy and policy dialogue: UNICEF's global goals effectively promoted through advocacy and policy dialogue with the sectors responsible for child protection, partnering in particular on harmful traditional practices, with a particular focus on child marriage. This is to facilitate understanding of the importance of child protection by all stakeholders, notably through its inclusion in national governance and reforms mechanisms, and development planning and investment frameworks in alignment with the 2014 Addis Ababa Declaration on Ending Child Marriage in Africa (African Committee of Experts on the Rights and Welfare of the Child) and African Union Campaign to End Child Marriage in Africa, as well as international, and regional legal instruments and other commitments addressing child marriage.
Knowledge management effectively promoted through drafting/finalizing key Adolescent Girls/ Ending Child Marriage programme documents and reports, sharing good practices, lessons learned, and knowledge/information exchange with all partners, harnessing knowledge institutions' resources and partnerships. In particular, ensure UNICEF's engagement with the Young Lives research initiative and with the UK Department for International Development (DFID) spearheaded research initiative which is working closely with Children's Investment Fund Foundation (CIFF), Bill and Melinda Gates Foundation, International Committee for International Centre for Research on Women (ICRW) and World Bank to strengthen the investment case for ending child marriage and estimating what it will cost to tackle child marriage globally, considering that Ethiopia is one of the three countries (along with Bangladesh and Burkina Faso) identified in 2014 to pilot this research initiative.
Work plans: Sectoral work plan and activities formulated, implemented and monitored at all levels (national and sub-national), ensuring alignment with the defined programme strategies ( Country Program Document, Annual Work Plan…) and approaches, partnering with community-based child protection networks that monitor child rights / child exploitation and provide adequate prevention and responses.
Programme delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures. This includes design and delivery and reporting against a robust M&E system (including establishment of monitoring benchmarks, performance indicators), aligned with the Global Programme framework, It includes tracking developments and trends in the data (both qualitative and quantitative) and consolidation and analysis of data at all levels (national and subnational) to inform the results reporting and tracking. It also includes support to ongoing anti HTP programme evaluations and surveys and other data generation related to Adolescent Girls meet the required quality informing further research and programming.
Financial tracking and management: Proper and timely UNICEF, Government and all implementing partners' accountability ensured regarding supply and non-supply assistance as well as disbursement of programme funds for sectors working on programmes to address harmful traditional practices, child marriage and adolescent empowerment.
Effective communication and networking achieved through partnership and collaboration with the Communication Section to ensure development of effective communication materials and strategies to support advocacy and social mobilization efforts promoting rights of Adolescent girls through but not limited to ending harmful traditional practices, with a particular focus on child marriage. This is in order to: enhance collaboration with media, civil society, religious groups and involvement of children and their families to support positive practices, building upon and collaborating with existing mass media and interpersonal communication interventions. This will include inter alia, radio serial drama "Dhimbiibbaa" (Getting the Best out of Life), Yegna Communications Programme comprising radio-drama with accompanying inter-active talk shows, music and Yegna youth clubs (DFID, Nike Foundation and Girl Hub Ethiopia), the Berhane Hewan (Population Council), the Community Government Partnership Program (CGPP) and the Ethiopia Family Planning and Reproductive Health Project (EFPRHP) communication activities involving house-to-house visits by School Development Agents (SDAs) and Community-based Reproductive Health Agents and other existing and emerging partners. (CBRHAs) to advocate for delayed marriage from the perspective of girls' education and reproductive health respectively.
Effective dialogue with private sector (including Nike Foundation) on good practices and corporate social responsibility; and strengthen partnerships with bilateral and multilateral organizations, including the African Union (AU) and United Nations Economic Commission for Africa (UNECA), International Financial Institutions (IFIs) and the African Development Bank, to generate greater investment in sectors with child protection responsibility, given bi-lateral partners' investment in programmes on adolescent girls' and child marriage, including but not limited to the United Kingdom (DFID), Canada (CIDA), and Government of the Netherlands.
Qualifications of Successful Candidate
Advanced university degree, preferably in the social sciences, law or other relevant field.
Eight years of relevant work experience at national and international levels in child protection, child marriage programming, adolescent programming or similar field, including demonstrated capacity to manage programmes involving multiple stakeholders.
Fluency in English and another UN language.
Excellent writing and communication skills.
Good knowledge of MS Word, Excel and power point.
Knowledge of the local working language of the duty station would be an asset.
