Purpose of the Position
Under the supervision of the Planning Specialist, responsible for the planning and implementation of HACT compliance as it relates to programme implementation. Provides guidance and support to staff to ensure comprehensive HACT compliance across all programme areas and levels of implementation.
Specific Tasks
    Manages micro-assessments process for partners, ensures all partners are assessed once every programme cycle, updates micro assessment tools as per latest guidance from UNDG and UNICEF HQ, and developed and monitors assurance plans based on micro assessments and including programme assessments and other tools where appropriate.
    Manages field monitoring mechanisms to ensure up to date information on programme implementation and follow up of recommendations is complete. Lead and coordinate regular quality assurance missions on behalf of UNICEF, monitors HACT compliant spot checks and in coordination with finance team, ensures regular audits of implementing partners
    Participates in Programme mid-term review, annual reviews, previews, meetings. Analyzes and evaluates data to ensure achievement of HACT compliance in relation to programme implementation. Provides technical advice to programme staff, government officials and other counterparts on HACT compliance
    Coordinates qualitative programme inputs to PCA process, evaluates risks in each PCA, ensures risks are addressed and monitors assurance activities associated with each PCA, including emergency response.
    Assists Government authorities to plan and organize HACT training programmes ensuring HACT is included in PIM.
    Identifies training needs for the purpose of capacity building in HACT compliance for UNICEF staff, implementing partners and when requested, other UN agencies on behalf of UNICEF. Facilitates and coordinates HACT training across all stakeholders (including internal UNICEF) 
    Any other duties assigned by the UNICEF Planning Specialist

 Qualifications of Successful Candidate

Education 

    Advanced university degree in Development Planning, Statistic; Social Sciences, International Relations, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines, with specialized training in conflict resolution.

Work Experience
    Five years of progressively responsible professional work experience at national and international levels in programme planning, monitoring and evaluation.
Language
    Fluency in English and another UN language is required. Knowledge of the local working language of the duty station is desirable.
