Organizational Setting
FAO is implementing a project titled “Food Loss Reduction through Improved Post-harvest Handling and Value-addition of Key Fruits and Vegetables“ funded by Germany. The project is managed by FAO and implemented by the Ministry of Agriculture and Natural Resources, Ethiopia. The purpose of the project is to reduce post-harvest losses through improved post-harvest handling and processing technologies and equipment.
Duties and Responsibilities
Key Results
To provide technical support on post-harvest management in perishable crops, prepare and monitor Letter of Agreements (LoAs), identify institutional capacity and provide training for partners; support to conduct technical studies on Post-harvest Management and provide technical support in Post-Harvest Management (PHM), participate in post-harvest platform, participate in formulation of policies and monitor progress activities of the project.
Duties and Responsibilities:
Under the overall supervision of FAO Representative (FAOR) in Ethiopia and the technical supervision of Agribusiness and Enterprise Development Officer at the FAO Sub regional Office for Eastern Africa (SFE) and Agribusiness Officer of FAO Ethiopia, the Post-harvest Technologist/Expert will be responsible for the delivery of technical assistance (TA) to the Ministry of Agriculture and Natural Resources (MOANR) with regards to the implementation of the project and provide all necessary support, guidance, co-ordination and technical advice to achieve the project objectives. Specifically, he/she would:
· Provide technical support and advice to the Ministry of Agriculture and Natural Resources (MoANR), regional Bureaux of Agriculture (BoAs) and project woredas to improve the project implementation;
· Assess and identify institutional capacity to conduct studies on post-harvest management;
· Implement the work plan of project consistently with the project document and coordinate the monitoring and evaluation against deliverables;
· Assist regions and the Ministry of Agriculture and Natural Resources timely to organize Post Harvest Management Platforms, Steering committee (SC) and Regional Steering committee (RSC) meetings and report the outcome of the meetings indicating the follow-up action required;
· Collaborate closely with the Agri-business officer of FAOET, Lead Technical Officer (LTO) and the Assistant FAO Representative (AFAOR) in determining project implementation strategies and the application of project resources;
· Prepare Letters of Agreement with partner organizations and ensure that contractual terms are met, especially with respect to timing and quality of deliverables;
· Review Post-Harvest Management traditional and improved practices (harvesting, threshing, storage and processing practices) and post-harvest technologies; prepare work plan in consultation with the FAO Representative in Ethiopia and the Agribusiness Officer of FAO Ethiopia for the consultation period;
· Review and map the local public and private institutions capacity to manufacture and distribute improved and traditional post-harvest handling technologies;
· Ensure preparation, submission and monitoring of annual work plans and budgets in concurrence with the project plan;
Specific Functions:
· Participate in post-harvest management policies and strategies, review process and provide inputs needed for policy and strategy formulation;
· Support in the identification and scale-up of best practices on Post Harvest Loss Reduction and documenting innovative and best practices;
· Review study reports submitted by consultants;
· Design and conduct periodic reviews and appraisals of the project activities and provide technical support to Ministry of Agriculture and Natural Resource;
· Participate and take minutes in the steering committee meeting and post-harvest platform workshops;
· Participate in Ministry of Agriculture and Natural Resources meetings, conferences and seminars dealing with post-harvest management;
· Assist Ministry of Agriculture and Natural Resources and regions in coordination of Post-harvest fora and steering committee and Post-Harvest Management policy dialogues;
· Assist the Agri-business Officer of FAO Ethiopia in preparation of the project monthly, quarterly, final reports of the project;
· Prepare leaflets, brochures and newsletters on improved Post-Harvest Management technologies and practices and distribute edited materials, following FAO’s procedures;
· Organize workshops, meetings and events to share project’s achievements and promote sector experience sharing for all stakeholders; and promote scaling up of good practices;
· Perform other related duties as requested.
Job Requirements
Minimum Requirements
· Education: A University Degree in Post-harvest management with crop production or horticulture background or related field
§ Work Experience and Knowledge: minimum of five (5) years of relevant work experience in post-harvest management in perishable crops
§ Language: working knowledge of Amharic and English
Selection Criteria: candidates will be assessed against the following:
§ Candidates should be nationals of Ethiopia;
· Extent and relevance of work experience in post-harvest management in perishable crops;
· Experience in providing technical support on post-harvest management on perishable crops, post-harvest technologies, capacity development, post-harvest management policy dialogue as well as in supporting relevant stakeholders in formulation of tailored made training, value chain assessments and programmes;
· Ability to communicate clearly and concisely to a variety of audiences and to work in multidisciplinary teams
· Experience in monitoring and evaluation of project activities, ability to synthetize lessons learned and reach empirical and evidence based conclusions.
