Ethiopian Regional Capacity, Development Officers (Amhara, Oromia, SNNPR and Tigray)
The AGP Capacity Development Support Facility (CDSF) is a project that is funded by Global Affairs Canada to support the implementation of the Agricultural Growth Program (AGP). AGP is a program of the Government of Ethiopia (GoE) to increase agricultural productivity and commercialization of smallholder farmers in Ethiopia. Two Ethiopian Regional Capacity Development Officers (RCDO) are required to lead and support capacity development activities in each of the four regions of Amhara, Oromia, SNNPR and Tigray.
Position Description: The RCDOs work under the direction of the Regional Facilitation Team Leader, and in close collaboration with the International Capacity Development Advisor and National Capacity Development Specialist to facilitate and coordinate the implementation of CDSF capacity development and strengthening activities at the regional, zonal and woreda levels. The RCDOs also support regional, zonal and woreda partners for facilitation and follow-up of AGP2 capacity strengthening activities.
Educational Requirements: The candidate must have a Master’s degree in an agricultural and/or rural development sector.
Required Experience:
Minimum of four (4) years’ experience performing capacity development functions at a leadership and technical level, and be well versed in experiential, adult learner-centered learning methodologies.
Geographic and programmatic familiarity with regional agriculture practices and commercialization of small holder operations.
Desired Experience: Capacity development responsibilities
within a donor project environment; participation in the design and development of learner-centered, experiential capacity development materials; communications; monitoring and reporting; facilitation skills; value chain development, and; experience supporting the Agricultural Growth Programme.
Language Requirement: The candidate must be able to use the English language fluently and accurately at a Level 3+ “General Professional Proficiency Plus” in Oral, Reading and Writing communications pertinent to professional needs. The language testing levels are available on the following website:

Conditions of Employment: The selected candidate must be prepared to live on a full time basis in the capital city of the region of assignment. The Regional Capacity Development Officers will report to the Regional Facilitation Team Leader in the region of assignment, and will interact on a regular basis with the Regional AGP Project Coordinating Unit, implementing agencies responsible for AGP, and the other RCDOs across the country.
