Job Description

Organization Background:
Nuru International Ethiopia is a US-based international NGO working to end extreme poverty in rural communities in Africa. Nuru’s first integrated development project in Ethiopia began in 2013 in Boreda Woreda, GamoGofa Zone, SNNPR. Nuru currently works in four integrated intervention areas —two of which are part of the Rural Livelihoods Impact Program - Agriculture and Financial Inclusion – that work through Grain Market Cooperatives. We are currently seeking qualified candidates for the position of Cooperative Field Officer who can support the developed of primary cooperatives in local communities.
POSITION SUMMARY
The Nuru Cooperative Field Officer is responsible for carrying out the overall program goals and objectives for the Cooperative program facilitating original training modules cooperative procedure and management, supervising Primary Cooperative Managers, developing financially sustainable grain marketing cooperatives, and collecting and report all monitoring data. They must also understand and carry out the Nuru model.
Further, s/he will foster organizational development, promote Nuru’s values and servant leadership culture, promote accountability and high performance, and encourage innovation. S/he will ensure all cooperatives are progressing Nuru’s goal of enabling rural communities to realize meaningful choices to lift themselves out of extreme poverty in a sustainable way.

 Cooperative Field Officer

 Establishing Grain Marketing Cooperatives

    Works with scouting team to initiate coop legalization process
    Oversees all the procedures related to establishing the cooperative registering new cooperative members and households into Nuru with the support of Field Officer (FO)
    In conjunction with government cooperative development officers, facilitate election of leaders, formation of groups, bylaw creation,register members and committees
    Establish financial and operating procedures including records, templates, receipts, ledgers, vouchers, and all other necessary paperwork for cooperatives
    Represent Nuru in negotiations with cooperative leaders to create MOUs between Nuru and PCs
    Work as part of the cooperative program team to facilitate the Hidota Cooperative Union
    Work with other Cooperative staff members to mobilize and coordinate the Primary Cooperatives to join and work with theHidota Cooperative Union
    In conjunction with the government, facilitate all Cooperative Union legally required documents and social economic studies
    Facilitate the development of the cooperative infrastructure such as Village aggregation centers, office furniture, equipment, and other materials

 Training Cooperative Managers and Management Committees

    Work with the Primary Cooperative Manager and Primary Cooperative Management Committee to Mentor, empower, train and build the capacity of Cooperative Committee members both technically and managerially include market linkages, business planning, coop management, and legal requirements
    Train Primary cooperative manager in inventory for agricultural input issue, market linkage, loan management (disbursals and repayments), general management of the coop, leadership, financial recordkeeping, accounting and bookkeeping, legal requirements, and other general cooperative procedures
    Assist in the training of the Union Board of Directors and staff on union management

 Strengthening Cooperatives

    Work through PC manager to mobilize coop members for all coop-related activities
    Ensure all cooperative activities are implemented according to national rules and regulations
    Facilitate Nuru members to be organized in a cooperative, including elections, by-law development, loan term decisions, loan disbursement, MOUS, and rules and regulations for the cooperative as well as agreements with Nuru Ethiopia
    Facilitate market linkages for each PC
    Maintain management committee when there are committee dropouts
    Communicate with stakeholders to facilitate overall cooperative development process and connect the PC with external resources and skills
    Maintaining the relationship of PCs and the Cooperative Union
    Supporting the Union Board of Directors
    Supporting the Union Manager and staff
    Supporting the Field Managers and other team members in the area of cooperatives
 Report to Cooperative Development Program Manager(CDPM)
    Strengthen the quality of cooperatives by identifying areas in which programs may benefit from technical assistance, professional development, and/or training workshops and reporting to CDPM
    Report progress of cooperatives in terms of loan repayment, loan disbursement, membership participation, market linkages, quality of management and records
    Prepare and submit monthly and weekly plans and reports
    Undertake other assignment given by their Supervisor
    Informing Nuru Ethiopia on issues concerning gender awareness in their service areas
    Participate in weekly team meetings and one-on-ones with the Cooperative Development Manager
    Attending required trainings provided by Nuru

Report to: Cooperative Development Program Manager
Terms and conditions: The appointment will be for long-term fixed employment based on annual contract extensions depending on performance
Job Requirements
Qualification Requirements:
    Bachelor’s degree in cooperative accounting and auditing, cooperative management, cooperative marketing , accounting, management, or any other related field
    At least 3 years of practical experience in cooperative development –specifically in agricultural cooperatives - at least 2 years in the accounting of cooperative  field expert type positions
    Experience in cooperative establishment, leading cooperative-related trainings, and cooperative promotion
    Good understanding of cooperative development, the poverty cycle, rural livelihoods, and NGO program cycle management
    Able to demonstrate servant leadership, a passion for development work, and the ability to inspire others to achieve organizational goals
    Excellent interpersonal communication, presentation, negotiation and decision-making skills.
    Ability to work under pressure, independently and with limited supervision
    Fluency in English, Amharic and Gommugna/Gofigna (or Wolaytigna) is required.
    Knowledge of the operational area is advantageous.
